Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on STH 113 (East Johnson Street, Pennsylvania Avenue, Packers Avenue and Northport Drive) First Street to Knutson Drive.

PREAMBLE
The Wisconsin Department of Transportation (WisDOT) has a project to replace the pavement and curb and gutter, install street lighting, traffic signal improvements, and spot utility replacement on STH113 (East Johnson Street, Pennsylvania Avenue, Packers Avenue and Northport Drive) from First Street to Knutson Drive. The Project is planned to take place through November of 2011.
The work of this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:
1. Sawcutting of concrete pavements after the pouring of the pavement must be done about 12 hours after the installation. The concrete must be hard enough to hold the machinery. The sawcutting must be done soon enough so that the sawcutting occurs before the pavement cracks.
2. Completing the work at night allows for the least amount of disruption to normal daily traffic.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. Electrical work to allow for the construction of temporary signal systems at signalized intersections.
2. Concrete removal (no breaking of concrete pavement shall take place between the hours of 9:00 PM and 7:00 AM, and shall not take place between the hours of 7:00 PM and 7:00 AM within 1000 feet of the intersection of Elka Lane and 1602 Northport Drive), grading, utility installation, base course placement, and paving operations in intersections, as necessary per DOT closure restrictions.
3. Weekend work and night work in the Commercial Avenue, International Lane, Aberg Avenue on/off ramps, School Road, and Dryden Drive intersections.
4. Placement of surface asphalt layer under traffic on entire project.
5. Installation of permanent traffic signals, signs, and pavement marking.
6. The Sawing of Concrete Pavement. The timing of this activity is dependent on the rate at which the concrete cures.
The estimated Dates are as follows:
1. School Road and Dryden Drive intersection - weekend and night closure in late May.
2. Utility installation - Troy Drive intersection - early June.
3. Aberg Avenue Ramps - weekend and night closures in late June and late August.
4. Stage 2 intersection paving operations - early to mid July
5. Stage 3 utility construction in median crossing locations - August 1-10
6. Utility installation - Commercial Avenue - August
7. Surface asphalt placement - Stage 5 November 5 to 20.
These date ranges are approximate, and will be more clearly defined as the work areas are identified or as weather and unforeseen circumstances dictate.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction.
NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on STH 113(East Johnson Street, Pennsylvania Avenue, Packers Avenue and Northport Drive) are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and
BE IT FURTHER RESOLVED, that the construction activities outside of the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and are limited to the hours specified, and
BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on December 31, 2011.
