Fiscal Note
This resolution proposes changing the monthly stipend provided to members of the Police Civilian Oversight Board. Currently members of the Police Civilian Oversight Board receive a monthly stipend of $100 and members of the Board’s Executive Subcommittee receive an additional monthly stipend of $25. In addition to requiring attendance at meetings to receive stipends, the resolution proposes extending an additional $25 per month to members participating in any of the Board’s subcommittees. The resolution also proposes an additional stipend of $25 to be provided to members for attending Board-sponsored training outside of regular meetings. The fiscal impact of the changes could be up to $6,375 and will be absorbed with existing resources. Child care reimbursement for Board members who request it to attend any meeting of the Board, its subcommittees, or a Board-sponsored training is included in the 2024 operating budget. No appropriation is required.

Changing the monthly stipend provided to members of the Police Civilian Oversight Board.
Body
WHEREAS, the Common Council established the Police Civilian Oversight Board in 2020 in order to help ensure that the Madison Police Department responds to the needs and concerns of all segments of the community, thereby building and strengthening the community's trust in the MPD's services; and
WHEREAS, pursuant to RES-20-00632, members of the Police Civilian Oversight Board receive a monthly stipend of $100 and members of the Board’s Executive Subcommittee receive an additional monthly stipend of $25; and
WHEREAS, much of the work of the Board occurs during its monthly meetings and monthly meetings of its subcommittees and therefore consistent attendance at those meetings is important to the effectiveness of the Board; and
WHEREAS, the Police Civilian Oversight Board has adopted an attendance policy with the purpose of encouraging full participation and wishes to establish the monthly stipend as an incentive for and recognition of Board participation and meeting attendance rather than reflecting simply membership on the Board, and has requested that the Common Council modify the monthly stipends for Board members so that receipt is contingent upon attendance at meetings of the Board and its subcommittees,
NOW, THEREFORE BE IT RESOLVED, that stipends for members of the Police Civilian Oversight Board shall be paid contingent on those members’ adherence to the Board’s attendance policy so that stipends are not paid to a member who does not attend meetings, which include full Board meetings and any Board subcommittee on which the member sits, until such time as the member attends another meeting of the Board or a subcommittee on which the member sits; and,
BE IT FURTHER RESOLVED, that stipends shall be paid to members based on their attendance at regular meetings of the full Board and any Board subcommittee on which the member sits; the monthly stipend of $100 shall be paid to a Board member only if they attend a regular Board meeting during that month; and
BE IT FURTHER RESOLVED, that the additional $25 monthly stipend paid to members participating with the executive subcommittee will be extended to members participating in any of the Board’s subcommittees; and that the monthly stipend of $25 fpr each subcommittee meeting shall be paid to a Board member only if they attend the regular subcommittee meeting during that month.
BE IT FURTHER RESOLVED, that an additional stipend of $25 will be provided to members for attending each Board-sponsored training necessary to their involvement on the Board when such trainings fall outside of regular meetings of the Board or its subcommittees; and,
BE IT FINALLY RESOLVED, that child care reimbursement will be available to Board members who request it to attend any meeting of the Board, its subcommittees, or a Board-sponsored training.
