Fiscal Note

The proposed resolution approves a five-year contract between the Wisconsin Department of Military Affairs (DMA) and the City of Madison to establish the parameters for cooperative support between DMA and the Madison Fire Department (MFD) in the provision of emergency medical service support at the Dane County Regional Airport and Truax Field. The City of Madison has contracted with DMA to allow Truax Fire Department to participate under the approved City of Madison Fire Department emergency medical services plan since 2004. Wisconsin DMA will reimburse MFD for medical direction services, training, equipment, and expendable EMS products. The reimbursement will be up to $25,000 in 2026 and allows for annual increases. DMA will be responsible for all costs associated with DMA employee salaries and benefits. No additional city appropriation is required.

Body

WHEREAS, the Wisconsin Department of Military Affairs (DMA) operates the Truax Fire Department located at Truax Field, City of Madison, Wisconsin and the City of Madison, Wisconsin, a municipal corporation, which operates the City of Madison Fire Department (MFD);

 

WHEREAS, MFD has contracted with DMA since 2004 to allow Truax Fire Department to participate under the approved City of Madison Fire Department Emergency Medical Services Plan;

WHEREAS, both the Wisconsin Department of Military Affairs and the Madison Fire Department wish to continue this cooperative agreement and integration into MFD’s Emergency Medical Service Plan. MFD has an approved Emergency Medical Services Plan under §146.55(2) of the Wisconsin Statutes to conduct an emergency medical service program using emergency medical technicians (EMTs) and paramedics for the delivery of emergency medical care to sick, disabled, or injured individuals at the scene of an emergency and during transport to a hospital;

WHEREAS, MFD agrees to integrate the EMTs and first responder employees of the DMA Truax Fire Department into the MFD emergency medical service plan and DMA agrees and understands that it will not transport sick, disabled, or injured individuals at or from the scene of an emergency;

WHEREAS, DMA agrees that Truax Fire Department will conduct at its own expense quarterly skills training and validation for its employees integrated into the Plan and MFD will offer education and instruction for designated train-the-trainers appointed by Truax Fire Department to become eligible to conduct skills training and validation. This training will be available to DMA Truax Fire Department employees under the established MFD training schedule;

WHEREAS, the MFD and DMA wish to continue this cooperative agreement for the next five years, through 2030;

WHEREAS, the Wisconsin Department of Military Affairs will reimburse the City of Madison $25,000 in 2026 with annual increases thereafter;

WHEREAS, the City Attorney’s Office and City Risk Manager have reviewed and approved the proposed agreement;

NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Clerk are authorized to sign an agreement between the Wisconsin Department of Miliary Affairs to compensate the City of Madison, Wisconsin for the cooperative support provided by Madison Fire Department for emergency medical services at Dane County Regional Airport and Truax field;

BE IT FURTHER RESOLVED, the Madison Fire Chief is authorized to sign annual contract renewals, if requested by the Wisconsin Department of Military Affairs, after review and approval by the City Attorney and City Risk Manager for the years 2027-2030.
