Fiscal Note

The proposed resolution amends the 2026 Adopted Engineering - Bicycle and Pedestrian Capital Budget by authorizing a net-neutral transfer of $260,000 in General Fund GO Borrowing from the Capital City Trail Buckeye Extension Seg. 5 & 6 project (Munis #11158) to the Bikeways Program (Munis #10138) and removes the $1,511,200 in authorized Federal Funding in 2026 in the Bikeways Program due to the Federal Funding now passing through the Wisconsin Department of Transportation (WISDOT) instead of the City. Additionally, the proposed resolution approves plans and specifications for the Capital City Path Extension and the Dane County led work on Underdahl Road for the Glacial Drumlin Extension. The current estimate for the plans and specifications for the path, sanitary sewer, and related costs is $4,880,000. Contingent upon approval of the $260,000 net-neutral transfer, funding for the path costs is available in the 2026 Adopted Capital Budgets for Engineering - Bicycle and Pedestrian in the Bikeways Program, Munis #10138 ($1,848,800), the Sewer Utility's Sewer Reconstruction Program, Munis #10267 ($1,520,000), and WISDOT-administered Federal Funding ($1,511,200).

Body

BE IT RESOLVED,

1.                     That the plans and specifications for the Capital City Path Extension.

 

2.                     That the plans and specifications are hereby authorized to advertise and receive bids for said project. The project will be Let by the Wisconsin Department of Transportation in combination with the Dane County’s Glacial Drumlin Extension project.

 

3.                     That the Mayor and City Clerk are hereby authorized to sign and grant easements or right-of-way release or procurement documents, maintenance agreements or encroachment agreements, as necessary and grant or accept dedication of lands and/or easements from/to the Developer/Owner for public improvements located outside of existing public fee title or easement right-of-ways.

 

4.                     That the 2026 Adopted Bicycle & Pedestrian Capital Budget is hereby amended to eliminate $1,511,200 of Federal Funding budget in the Bikeways Program (MUNIS 10138) and transfer $260,000 General Obligation Borrowing (GO Borrowing) authority from the Capital City Trail Buckeye Extension Seg. 5 & 6 project (MUNIS 11158) to the Bikeways program (MUNIS 10138).

 

5.                     That the Common Council of the City of Madison, does hereby determine that it is necessary to acquire real estate interests, Fee Title and Temporary Limited Easements, for the construction and maintenance of the public bike and pedestrian path improvements associated with Engineering Division Project Number 16109 - Capital City Path Extension from properties within or adjacent to the project limits.

 

6.                     The Office of Real Estate Services of the Economic Development Division and the City Attorney are hereby authorized to proceed by negotiation to acquire the real estate interests required for the construction and maintenance of the proposed Capital City Path Extension project. Also, the Office Real Estate Services is further authorized to compensate grantors of the property and property rights, and obtain title reports, appraisals, survey information, environmental site assessment reports, and any other essential material or reports as may be necessary to perform due diligence in accomplishing the acquisitions and shall administer the acquisitions of the interests by Real Estate Master Project No. 11168.

 

7.                     That the Mayor and City Clerk are hereby authorized to sign all necessary documents to accomplish the said acquisitions of the necessary real estate interests.

 

8.                     That the plans and specifications for the Dane County led and funded project on Underdahl Road in the City of Madison (District 16) are hereby approved. The work on Underdahl Road includes street improvements and Vertical Realignment that is necessary for the Dane County’s Glacial Drumlin Extension project. The work will be funded by Dane County and is estimated to be $160,000.

 

9.                     That the Mayor and City Clerk are hereby authorized to enter into an Inter-Governmental Agreement between the City of Madison and Dane County for the Capital City Path and Glacial Drumlin Extension projects, which are to be combined into a single Wisconsin Department of Transportation Let contract for construction.
