Title
Authorizing the Mayor and the City Clerk to enter into an agreement with Rapid Improvement Associates, LLC to enable and support tools for City of Madison's strategic energy management program, especially related to its use of designated web management tools and involvement of staff in being more energy efficient and the related impact on financial and environmental costs.
Body
WHEREAS the City of Madison has contracted with Rapid Improvement Associates, LLC for the last three years to provide and administer City of Madison -- Energy Stewards web platform which is monthly energy use for targeted city buildings, which is then automatically uploaded to the EPA's Portfolio Manager to energy benchmark several City of Madison Buildings; and,
WHEREAS Rapid Improvement Associates, LLC will administer City of Madison EnergyCAP and ENERGY STAR Portfolio Manager accounts; monthly, update energy use and cost data provided by MGE and Alliant utilities; and,
WHEREAS Rapid Improvement Associates, LLC will assist in providing training to selected City of Madison staff in use of the energy related web platforms, in conjunction with training from EnergyCAP; and,
WHEREAS Rapid Improvement Associates, LLC will support city's participation in the Georgetown Energy Prize participation; and,
WHEREAS Rapid Improvement Associates, LLC will coordinate communication throughout the process with MGE, Alliant Energy, key City of Madison staff and related participants.
WHEREAS Rapid Improvement Associates, LLC located at 10405 Bell Road, Black Earth, has been selected as a sole source because Energy Stewards is a energy tracking software, which is solely owned by Rapid Improvement Associates, LLC, which is allowed under MGO Section 4.26 of Madison General Ordinances.
NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk or the Designee of the Finance Director, as appropriate, to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with Rapid Improvement Associates, LLC to provide an Energy Stewards web platform, administer EnergyCAP, and ENERGY STAR Portfolio Manager accounts, update energy use and cost data provided by MGE and Alliant utilities, assist in providing training, support city's participation in the Georgetown Energy Prize, and coordinate communication throughout the process with utilities, city staff and related participants.
