The budget and accounting for this grant will be in an interest-bearing special revenue fund.  The grant does not cover the benefit expense of $4,959 for the WRS contribution on the overtime.  This will be paid by the police department out of its operating budget.

Authorizing the Mayor, City Clerk and Chief of Police to accept a Targeting Violent Crimes Justice Assistance Grant from the Department of Justice, Office of Justice Programs, in the amount of $330,000 and to utilize these funds to develop and manage a violent career criminal intelligence system.
Body
WHEREAS, the Department of Justice, Office of Justice Programs provides awards under the Edward Byrne Memorial Discretionary Grants Program specifically to establish an intelligence-led, data-driven, multi-jurisdictional approach to dealing with violent crime; and,
 
WHEREAS, the Madison Police Department (MPD) has developed a proposal to enhance efforts to identify, track and apprehend repeat violent offenders through the development of a Violent Career Criminal Intelligence System; and,
 
WHEREAS, the MPD has been awarded a Targeting Violent Crimes Justice Assistance Grant, as part of the Edward Byrne Memorial program, in order to implement the proposed intelligence system; and,
 
WHEREAS, this grant provides funding to purchase the hardware and software needed to collect information, to develop and maintain the essential database, and to analyze and map information obtained; and,
 
WHEREAS, this grant also provides funding to train staff in the use of the hardware and software, as well as the concepts of intelligence-led policing, and;
 
WHEREAS, funding will also be provided for overtime to identify and further track violent repeat offenders, and to increase surveillance and investigative efforts; and,
 
WHEREAS, this grant also provides funding for hourly salaries for data entry clerks to update information on a regular basis, so that accurate current information is available for investigative purposes; and,
 
WHEREAS, funding will also be provided for printing new forms essential to the collection of critical data needed in the implementation of this project; and,
 
WHEREAS, the Office of Justice Programs recognizes that implementation of a program of this magnitude requires additional technical staff and has thus included funding to hire a Crime Analyst (LTE) to implement the proposal and analyze the information; and,
 
WHEREAS, this Crime Analyst position was included in the Police Department 2008 Operating Budget salary detail due to early notification that the grant would be awarded; and,
 
WHEREAS, funding will also be provided to hire additional technical services capable of modifying the current database structure to accommodate the collection and storage of intelligence data related to repeat violent offenders, and to enable the data to be shared with law enforcement agencies currently included in an inter-agency data-sharing agreement; and,
 
WHEREAS, this grant also provides funds to pay confidential informants to assist in the apprehension of repeat offenders; and,
WHEREAS, the implementation of this proposal will enable the MPD to expand upon existing crime analysis infrastructure, more closely track repeat violent offenders, more effectively analyze data and continue to coordinate information sharing and intelligence dissemination throughout the law enforcement communities of Dane County.
 
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Madison Police Department (MPD) is authorized to accept funding for a Targeting Violent Crime Initiative from the Office of Justice Programs in the amount of $330,000.
 
BE IT FURTHER RESOLVED that the Mayor and Common Council authorizes the expenditure of grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
 
1) Salary and benefits for 1.0 LTE Crime Analyst (MIS-2) position for one full year in the amount of $71,173. (SG41-51110-713120 = $52,027; SG41-52000-713120 = $19,146)
 
2) Overtime and benefits associated with increased crime analysis efforts, and additional surveillance, interviews and enforcement in relation to violent crime in the amount of $26,827.  (SG41-51300-713120 = $24,921; SG41-52000-713120 = $1,906)
 
3) Hourly salary and benefits for data entry personnel to update database as needed in order to maintain accurate, current information in the amount of $5,988.  (SG41-51200-513200 = $5,375; SG41-51200-513200 = $613)
 
4) Training and travel costs in relation to intelligence-led policing, utilization of specialized hardware and software for problem analysis, and law enforcement efforts to more effectively utilize data in solving crime in the amount of $31,012.   (SG41-54640-713120)
 
5) Purchase of computer hardware and software essential in development of the infrastructure needed to more effectively analyze crime-related data in the amount of $128,000.  (SG41-58505-713120 = $27,000; SG41-58510-713120 = $82,000; SG41-55155-713120 = $4,500; SG41-55156-713120 = $11,500; SG41-54402-713120 = $3,000)
 
6) Printing costs for new forms required for data implementation project in the amount of $2,000.  (SG41-55520-713120)
 
7) Technical services to modify the current database structure to accommodate the collection and storage of intelligence data related to repeat violent offenders, and to create a system of data-sharing that can be utilized by the law enforcement agencies included in the inter-agency agreement with the MPD in the amount of $60,000.  (SG41-54901-713120)
 
8) Costs for confidential informants to investigate and apprehend violent offenders in the amount of $5,000.  (SG41-54901-713120)
 
BE IT FINALLY RESOLVED that the Comptroller and the Madison Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
