The proposed resolution amends the 2020 Adopted Operating Budget for the Golf Enterprise. Under the proposed resolution, $130,000 would be transferred from the salaries ($60,000) and supplies ($70,000) budgets to the purchased services budget. Funding is available in the salaries and supplies majors due to operational changes associated with COVID, including reductions in hourly staffing and concessions costs. The transferred funding would support additional costs for credit card fees and portable toilets.

Amending the 2020 Adopted Operating Budget for the Golf Enterprise to transfer expenditure authorization between major objects of expenditure.
Body
WHEREAS, the Golf Enterprise Program has safely operated all 72 holes at four municipal courses during the 2020 pandemic; and,
WHEREAS, the Golf Enterprise Program has provided 117,962 rounds of golf (+27% over 2019) and collected $3,294,679 in revenue (+20.4% over 2019) as of October 5, 2020; and,
WHEREAS, the Golf Enterprise Program has collected almost $1,000,000 more in credit card transactions in 2020 in comparison to 2019 which has created additional credit card service fees; and,
WHEREAS, the Golf Enterprise Program has secured additional golf carts and portable toilets to allow for a safer experience for staff and the public during COVID; and,
WHEREAS, the Golf Enterprise Program has limited staffing and reduced costs associated with food and beverage sales in 2020 compared to budget; and,
WHEREAS, the Golf Enterprise requires an amendment to transfer appropriation across major spending categories to better account for the operational conditions in 2020; and,
WHEREAS, the Golf Enterprise has identified the following object of expenditure accounts to transfer appropriation amounts as follows:

Credit 54625 $85,000
Other Services 54810 $45,000
NOW THEREFORE BE IT RESOLVED, that the Common Council amends the 2020 Adopted Operating Budget to transfer $130,000 from salaries and supplies to purchased services within the Golf Enterprise budget.
