Board of Health for Madison and Dane County Resolution #2023-30 Authorization to Accept Additional American Rescue Plan Funds for the 2022-2023 Maternal, Infant, and Early Childhood Home Visiting Program

Public Health Madison and Dane County (PHMDC) proposes the acceptance of additional American Rescue Plan (ARP) Funds from the Wisconsin Department of Children and Families. These funds enable Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program recipients to address the needs of expectant parents and families with young children during the COVID-19 public health emergency.

 

The purpose of the MIECHV Program, authorized by section 511 of the Social Security Act, is to support the delivery of coordinated and comprehensive high-quality and voluntary early childhood home visiting services to eligible families. Health Resources & Services Administration (HRSA) intends for these funds to support home visiting activities that address immediate needs of parents, children, and families related to the COVID-19 public health emergency. The ARP funds are sent to Local Implementing Agencies (LIAs) to provide emergency supplies of diapers and other essential supplies and grocery cards to families enrolled in MIECHV programs. PHMDC is a LIA for the MIECHV Program.

 

The Board of Health for Madison and Dane County previously approved Resolution #2023-01 authorizing the acceptance of $28,800 in ARP funds from the Wisconsin Department of Children and Families. PHMDC received an additional $1,000 in ARP funds increasing the total funding amount to $29,800.

 

NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison on behalf of Public Health Madison and Dane County authorizes the Director of Public Health, or their designee, to sign the agreement, and accept and expend the funds in the total amount of $29,800 for the 2023 Nurse Family Partnership budget.

 

NOW THEREFORE BE IT FINALLY RESOLVED, that the Board of Health for Madison and Dane County on behalf of Public Health Madison and Dane County authorizes the Director of Public Health, or their designee, to accept and spend the funding, sign the agreement, and adjust the 2023 Public Health budget in the amount of $1,000.
