Request from staff to provide Parks Superintendent authority to extend alcohol ban at Elver Park on July 3 and July 5, 2026. (District 20)

Due to incidents during the July 4th holiday weekend over several recent years, staff propose implementing a temporary alcohol ban at Elver Park on Friday, July 3, 2026, and Sunday, July 5, 2026. This measure aims to improve public safety, reduce risks to park users and city staff, and ensure an enjoyable, incident-free environment for everyone.

 

In 2025, Parks and the Madison Police Department (MPD) collaborated to implement a similar plan to enhance safety. This comprehensive action plan included:

 

- An educational campaign to communicate park rules, including through social media

- More visible and numerous signs throughout the park

- Additional lighting at park closing time to assist park users and city staff in clearing the area

- Increased presence of MPD and Park Rangers

- A ban on alcoholic beverages in the park

- Ensuring compliance with parking ordinances

- Adding barricades at park closing time to prevent further entry

 

Madison Parks and the MPD are working together on an action plan to prevent unsafe and unauthorized activities at Elver Park during the July 4th holiday weekend.  The most concerning issues have arisen from large gatherings where individuals have used illegal, often commercial-grade fireworks, resulting in multiple fires, property damage, and significant risks to public safety and the natural environment.

 

These activities have placed considerable strain on the Madison Fire Department, MPD, and Madison Park Rangers, eroding the sense of peace and safety the park is meant to provide for families and community members. To address these ongoing concerns, Madison Parks and the MPD have been identifying patterns and contributing factors to these unsafe gatherings. A growing concern has been the consumption of alcohol alongside illegal fireworks. While alcohol itself is not inherently problematic when consumed responsibly, it has often attracted larger, loosely organized groups whose activities escalate beyond responsible park use.

 

Residents have expressed several concerns, including:

 

- The noise and disruption caused by large, unauthorized fireworks shows in Elver Park

- Safety risks to children, pedestrians, and pets in the park

- Evidence of alcohol consumption alongside fireworks and other unsafe activities

- High risk of fire to natural areas or buildings due to fireworks being set off

- Excessive litter left in the park from fireworks debris, alcohol containers, and waste from large gatherings

- Vehicles parking and driving on the grass fields and near shelters

- Large groups remaining in the park after 10 PM

 

As a preventive measure, we seek to grant the Parks Superintendent the authority to ban alcohol at Elver Park on July 3, 2026, and July 5, 2026. The goals of this ban are to:

 

- Preserve the park as a safe, family-friendly environment

- Deter high-risk activities that have contributed to past incidents

- Support enforcement efforts with clear rules that can be consistently applied

- Encourage responsible use of public spaces that benefit the entire community

 

This temporary alcohol ban is not intended to target any specific group but to proactively address a documented pattern that has had serious public safety consequences.
