Title
Authorizing the City of Madison, through the Office of Community Services, to accept a Year 5 Weed and Seed grant from the United States Dept. of Justice Community Capacity Development Office and authorizing expenditures as outlined in the grant budget.
Body
WHEREAS, Madison has neighborhoods where crime rates and the number of residents living in poverty are higher than the citywide average and those same neighborhoods lack comprehensive plans and resources to address their special issues; and
 
WHEREAS, in 2000 city officials and staff determined that the three neighborhoods in greatest need of additional resources were the Allied Drive, Broadway Lake Point, and South Madison neighborhoods; and
 
WHEREAS, in 2000 staff from the Office of Community Services and Madison Police Department conducted forums with residents of the three neighborhoods to gather input and feedback on a plan for additional resources; and
 
WHEREAS, in 2000 the City of Madison applied for and was awarded Official Recognition as a Weed and Seed site through the United States Department of Justice Executive Office for Weed and Seed; and
 
WHEREAS, the City of Madison is currently implementing the Year 4 Weed and Seed grant and the Official Recognition strategy developed in 2000 and updated in the spring of 2007; and
 
WHEREAS, on August 3, 2007 the United States Department of Justice awarded funding to the City of Madison a Year 5 Weed and Seed grant for the period of October 1, 2007 through September 30, 2008 in the amount of $200,000; and
 
WHEREAS, this is the last Weed and Seed grant award that will be received to address the five-year strategy which began implementation in 2002.
 
NOW, THEREFORE, BE IT RESOLVED, that the City of Madison, through the Office of Community Services, is authorized to accept a Year 5 grant award from the United States Department of Justice, Community Capacity Development Office for the Weed and Seed program for the period 10/01/07 through 09/30/08 in the amount of $200,000.
 
BE IT FURTHER RESOLVED, that the Mayor and Common Council authorizes the expenditure of grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Dept. of Justice as follows:

      1 Full Time Coordinator Salary: $44,570
      Coordinator Benefits: $17,383
      Equipment: $0
      Supplies: $0
      Training and travel to regional and national conferences: $1,500
      Purchased Services: $34,327
      (Leadership Training/COFI = $650 & MAP=$8,677; Truancy
Prevention/M.Y.C.R.I.B. = $18,000; Youth Court/Youth Services of
Southern Wisconsin = $7,000)            
      Other costs: ( Space & telephone): $2,220

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are authorized to enter into Purchase of Service Agreements through the Office of Community Services and Police Department as noted above.
 
BE IT FINALLY RESOLVED, that the Comptroller and Office of Community Services are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
