Fiscal Note

The proposed resolution authorizes the Engineering Division to apply for a State of Wisconsin Emergency Management Pre-Disaster Flood Resilience Grant (PDFRG) of up to $250,000 to cost-share the reconstruction of the Castle Creek concrete cunette to support stormwater quality and flood mitigation improvements in Warner Park. If the grant is awarded, it requires a minimum 25% cost share of non-state funds. At this time, the total estimated project costs range from $2.0 to $2.5 million. Total project cost will be finalized after design is complete in 2026. Funding for the local share is included in the current 2025 Adopted Stormwater Utility Capital Improvement in the Stormwater Quality System Improvements program (Munis #11665). The proposed resolution does not amend the budget; if the grant is awarded, the 2027 Capital Improvement Plan (CIP) proposal will include the additional funds. No additional funding is requested at this time.

(District 12)

Body

WHEREAS, the State of Wisconsin Statute 323.63 has established the Pre-Disaster Flood Resilience Grant Program, an initiative to support flood resilience projects across Wisconsin; and,

 

WHEREAS, the City of Madison maintains Warner Park, where the Castle Creek concrete cunette is located; and,

 

WHEREAS, the Castle Creek concrete cunette has been identified in the draft Warner Park and Cherokee Marsh Watershed Study as a major stormwater flood risk in need of removal; and,

 

WHEREAS, Castle Creek concrete cunette has been identified in the Warner Lagoon Water Quality Plan for removal and restoration back to a more natural state; and,

 

WHEREAS, the City requests $250,000 from Wisconsin Emergency Management’s Pre-Disaster Flood Resilience Grant Program, which requires a minimum match of 25% of the total project cost, which will be provided through authorized funding from the City of Madison; and,

 

WHEREAS, the program requires the attachment of written documentation from the local governmental unit’s main decision-authorizing body indicating the body has authorized the local governmental unit’s participation in the grant project. Typically, this is a resolution approved at the appropriate governing board meeting; and,

 

WHEREAS, the local governmental unit’s body is responsible for expending the local governmental unit’s funds indicating the body’s commitment or intention to expend funds or provide in-kind contributions for the grant project and to be responsible for any costs in excess of the estimated budget; and,

 

WHEREAS, the City is seeking the Common Council to approve and authorize the Engineering Division to sign the Letter of Commitment.

 

NOW, THEREFORE, BE IT RESOLVED that the Engineering Division is authorized to apply for a Pre-Disaster Flood Resilience Grant to fund a portion of the costs of the Castle Creek concrete cunette removal and restoration.

 

BE IT FURTHER RESOLVED that the Engineering Division is authorized to sign the Letter of Commitment, as required by the State of Wisconsin Emergency Management Department to fulfill the requirements of the grant, per Wisconsin Statute 323.63.

 

BE IT FURTHER RESOLVED that if awarded the grant, the Mayor and City Clerk are authorized to sign a grant agreement with the State of Wisconsin Emergency Management Department for the Pre-Disaster Flood Resilience grant, in a format approved by the City Attorney, and any other documents necessary to comply with the grant requirements and to secure the grant funding.

 

BE IT FINALLY RESOLVED that the City Engineer is authorized to submit required documentation and execute documents including grant amendments on behalf of the City as required by the grant and the Agreement, subject to approval as to form by the City Attorney where appropriate.
