I hereby submit, for your consideration and approval, the following citizen committee appointments.  Statement of Interest forms are on file for these appointees, where applicable.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
 
AFFIRMATIVE ACTION COMMISSION
 
TONYA A. ELLIS, 3007 Todd Dr., 53713 (14th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Ms. Ellis serves as the Corporate & Community Relations Manager for the Urban League of Greater Madison.  She is a member of the following organizations:  Urban League Young Professionals, Madison Network of Black Professionals and The Business Forum.  She succeeds Bhavani (Shree) Sridharan, who has served more than 10 years.

CLARENCE A. JACKSON, 810 Jupiter Dr. #201, 53718 (3rd A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Mr. Jackson is self-employed, operating Business Management & Administration, LLC.  He formerly served as the Executive Director of Gibraltar Development of Milwaukee.  He succeeds David R. Sparer, who has served more than 10 years.

*MICHAEL HERSHBERGER, 3579 Sabaka Trl., Verona, 53593 - appoint to the remainder of a three-year term to the position of Adult City Resident.  He succeeds Judith M. Wilcox.

Rationale: Mr. Hershburger is the Director of Housing Market Analysis Services for Baker Tilly Virchow Krause, LLP.  He has completed well over 600 housing market studies, with over 50 in Dane County alone, including market studies for Allied Drive, Truax Park and Burr Oaks (recent CDA developments).  Mr. Hershburger has a master's degree in Urban Land Economics, is a CPA and a licensed real estate broker in Wisconsin and Illinois.  He  has personally developed over 50 condominium units within the City of Madison, with one development - Blackhawk Lofts, being developed while the inclusionary zoning ordinance was in effect.  Mr. Hershberger was appointed to Governor Doyle's Taskforce for the Preservation of Affordable Housing and authored the final report to Governor Doyle in 2004.  He currently serves on the City of Middleton Workforce Housing Committee and on the T Wall Properties investment advisory board.
