The Department of Planning and Development estimates that the total cost of the project will likely not exceed $75,000. The 2007 Adopted Operating Budget of the Director of the Deaprtment of Planning and Community and Economic Development contains $50,000 in City funds for this project, with the expectation that "funds will be solicited from other sources to match the City's $50,000." However, neither the additional anticipated revenues nor the additional expenditure authority were included in the budget. Therefore, this Resolution amends the 2007 Adopted Operating budget of the Office of the Director of the Department of Planning and Community and Economic Development to recognized the additional revenues and expenditures. The City's funding commitment will not exceed the $50,000 that is currently budgeted. (Note: the amendment will authorize total expenditures not to exceed $100,000, although the project cost is estimated at $75,000.)

Authorizing hiring of Ticknor and Associates for consultation services to prepare the 3-5 Year Economic Development Strategic Implementation Plan for the City of Madison and amending the 2007 Operating budget of the Office of the Director of Planning, Community and Economic Development to recognize an $50,000 in revenues derived from private sources and a commensurate increase in expenditure authority.

WHEREAS, the City of Madison's most recent economic development plan was adopted in 1983; and
WHEREAS, the Comprehensive Plan, adopted in 2006, recommended the creation of a 3-5 Year Economic Development Strategic Implementation Plan; and
WHEREAS, the City of Madison issued a Request for Qualifications seeking a consultant experienced in developing a 3-5 Year Economic Strategic Development Plan; and
WHEREAS, nine proposals were received and evaluated by a selection team; and
WHEREAS, three consultants were interviewed by the selection team; and
WHEREAS, the City of Madison Economic Development Commission recommended the approval of Ticknor and Associates at its meeting of July 30, 2007.
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby authorize the Director of the Department of Planning and Comminute and Economic Development to execute a contract with Ticknor and Associates to complete the 3-5 Year Economic Development Strategic Implementation Plan.
BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to enter into a contract on behalf of the City with Ticknor and Associates as recommended by the Economic Development Commission.
BE IT FURTHER RESOLVED, that the Director of the Department of Planning and Community and Economic Development is authorized to make other expenditures of any funds after the execution of the above referenced contract with the consulting firm if necessary to complete this project up to a total of $75,000; and
BE IT FINALLY RESOLVED, that the 2007 budget of the Office of the Director of the Department of Planning and Community and Economic Development be amended as follows:
