The proposed resolution authorizes the application for the WDNR Sport Fish Restoration (SFR) - Boat Access grant and amends the adopted 2021 Stormwater Utility Capital budget to accept the grant award reimbursement in the amount up to $250,000. Sport Fish Restoration grants normally limit awards to 50% of eligible project costs due to high demand for these funds. If awarded, this grant would assist with funding for the Spring Harbor dredge project to maintain public boat access to Lake Mendota. If the City is successful in receiving SFR funds, Recreational Boating Facilities state funds (if awarded) can be used as match.

Title
Amending the 2021 Stormwater Utility Capital Budget to allow for the acceptance of a $250,000 grant from the Wisconsin Department of Natural Resources (WDNR). (19th AD)
Body
WHEREAS, the City of Madison Stormwater Utility is interested in obtaining a cost-share grant from the WDNR for the purpose of maintenance dredging of Spring Harbor; and
WHEREAS, A resolution guaranteeing acceptance of the funds, should they be awarded to the City is necessary to apply for this grant; and
WHEREAS, the City of Madison Engineering staff attests to the validity and veracity of the statements and representations contained in Engineering’s grant application; and
WHEREAS, an Agreement with the WDNR is required to accept the grant funds should they be awarded; and
WHEREAS, the City of Madison Stormwater Utility will complete the following tasks as required by the WDNR to apply for and accept a grant: Sign and submit the grant proposal, if a grant is awarded enter into a Grant Agreement with the WDNR and submit annual and final reports to the WDNR as required by the Agreement, submit reimbursement request(s) to the WDNR, sign and submit other documentation as necessary to complete the project per the Agreement, and
NOW, THEREFORE, BE IT RESOLVED, that the City of Madison Engineering is authorized to apply for and accept a WDNR Sport Fish Boat Access grant and will meet the financial obligations necessary to fully and satisfactorily complete the project and hereby authorizes the Mayor and City Clerk to enter into an agreement with the WDNR for the grant and authorizing the City Engineer to submit the required documentation to the Wisconsin Department of Natural Resources as required by the grant application.
BE IT FURTHER RESOLVED that the City of Madison Stormwater Utility will comply with all local, state, and federal rules, regulations, and ordinances relating to this project and the cost-share agreement.
BE IT FINALLY RESOLVED that the 2021 Stormwater Utility Capital Budget is hereby amended to increase the state sources budget authority in the Stormwater Quality System Improvements major by the grant amount not to exceed $250,000.
