Fiscal Note
The Council approved $33,000 for a Westside Planning Council as part of the 2007 Budget. These funds are being reallocated to related projects. There is no impact on cost controls or levy.  
Title
Authorizing the Mayor and City Clerk to enter into Purchase of Service Agreements with the West Madison Senior Coalition, Madison Apprenticeship Program, Wisconsin Youth Company, and a Drivers License Recovery Program (provider to be determined) utilizing funds from the City's 2007 adopted operation budget.
Body
WHEREAS, the 2007 City of Madison adopted operating budget provides $33,000 for a Westside Planning Council in the Community Resources program within the Office of Community Services budget (page 171, project #90); and
 
WHEREAS, the parties involved in the formation of the Westside Planning Council have decided not to proceed at this time and have declined those funds
 
WHEREAS, the Community Services Commission has a goal to support organizations that address needs identified through the bi-annual Community Resources Program social service priority and proposal process, the Emerging Neighborhoods Funds proposal process and other Neighborhood Planning processes; and
 
WHEREAS, the Community Services Commission considered the following factors in their recommendation for the reallocation of the aforementioned funds:
 
1.  Funds should be used to benefit Westside neighborhoods in order to honor the original intent of the allocated funds.
2.  Funds should address emerging needs or identified gaps in service.
3.  Funds will be used to build on existing services or collaborative initiatives.
4.  Fund allocations do not constitute a commitment for continuing funding from the City and must to be utilized by December 31, 2007.
 
WHEREAS, the following programs and services provided by the West Madison Senior Coalition, Madison Apprenticeship Program, Wisconsin Youth Company and a Driver's License Recovery Program meet the factors considered for reallocation of the aforementioned funds; therefore
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes expenditure of the aforementioned funds in the amount of $33,000 as follows:
 
·  up to $10,000 to the West Madison Senior Coalition for expanded programming.  The Westside Senior Coalition serves 60% of all the Seniors in Madison. They have expanded their programming and outreach this year to better serve seniors in the Wexford Ridge and Elver Park areas, and hosted meetings and focus groups to discuss neighborhood planning and needs. Additional funds will address personnel costs that are not funded by other major funding sources.  The Coalition is also developing a fundraising campaign for capitol improvements and/or a new Westside Senior Center.  
·  up to $10,000 to the Madison Apprenticeship Program (MAP) for a 12-week program for low-income and disenfranchised adults. Individual plans and strategies are developed that help people on paths to employment, increased education, or entrepreneurship.  This program serves SW Madison and has proven successful but is still struggling to obtain adequate funds.  
·  up to $10,000 to the Wisconsin Youth Company to develop and provide after school and evening programming for middle and high school age youth in SW Madison.  As a primary provider of youth programs in SW Madison, Wisconsin Youth Company is in position to address the need for youth programming identified by residents during the South West Neighborhood Planning Process and through several testimonials during the Mayor's 2008 Operating Budget hearings, and
·  up to $3,000 to a Driver's License Recovery Program provided by a non-profit organization to be approved through a selection process by the Community Services Commission. This is a pilot program/project with a goal to assist adults in achieving economic independence and security by addressing the growing issue of driver's license recovery for the population at or below the poverty level.  Without a valid driver's license, low-income people are limited in their employment prospects, which then keep them and their families in poverty.  
 
BE IT FURTHER RESOLVED, that the Mayor and City Clerk, through the Office of Community Services, are authorized to enter into a purchase of service agreement with the West Madison Senior Coalition, Madison Apprenticeship Program, Wisconsin Youth Company and a Driver's License Recovery Program selected by the Community Services Commission for the period 10/1/07 through 12/31/07.
