Fiscal Note

The estimated additional maintenance cost for Traffic Engineering to maintain the fiber conduit is approximately $2,500 per year.  The County will pay for fiber that they use.  The revenue from the County is estimated at $1,600 per month.

Authorizing the Mayor and City Clerk to sign a Backbone Fiber Dedication Agreement with Dane County that would authorized the City to take ownership of County constructed conduit and fiber optic cable.

Body

WHEREAS, County expanded its own fiber optic network by installing backbone fiber cable and conduit along Femrite Drive and County Highway AB, as well as Delaplaine Court and Vilas Park Drive in the City, and now wishes to grant the expanded conduit/fiber to City so that it can become part of the Metropolitan Unified Fiber Network (MUFN); and,

 

WHEREAS, City is looking to expand its fiber optic backbone network in order to connect additional city-owned facilities to MUFN and to provide redundant connections to existing facilities for network reliability purposes; and,

 

WHEREAS, the Metropolitan Unified Fiber Network Consortium UA (MUFN-C) is a consortium of public and private organizations, including the City of Madison and Dane County, created to establish a cooperative effort to coordinate, create and operate fiber-optic broadband systems to augment existing network facilities for and extend technology resources to participating agencies and community support programs by providing low cost, high-speed broadband fiber-optic service to anchor institutions, hospitals, schools, local and state government, libraries, and community organizations in Madison and Dane County through MUFN; and,

 

WHEREAS, The City has entered into a Facilities Use and License Agreement with MUFN-C that governs the consortium’s use and maintenance responsibilities of the City’s conduit and fiber facilities that are part of MUFN; and,

 

WHEREAS, County is expected to build additional backbone fiber in the City during the lifetime of MUFN-C, which it may desire to grant to the City so that it may also become part of MUFN;

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a Backbone Fiber Dedication Agreement with Dane County to take ownership of conduit and fiber optic cable from the County, now and during the lifetime of MUFN-C, in a format that is approved by the City Attorney and Risk Manager.
