Fiscal Note
The adopted 2016 Capital Budget includes $250,000 to support the update of the City’s Comprehensive Plan, with an additional $250,000 anticipated in 2017. Staff anticipates utilizing approximately $170,000 of these funds to implement the techniques included in the Public Engagement Plan. Individual expenditures that require Common Council approval will be forwarded as necessary.

Body
WHEREAS, Wisconsin Statutes (66.1001) require that communities engaged in activities regulating land use, including rezoning, land divisions, official mapping and shoreland zoning have a Comprehensive Plan that was developed and adopted pursuant to the statutes, and
WHEREAS, Wisconsin Statutes requires comprehensive plans to be updated at least once every ten years; and
WHEREAS, the City of Madison adopted its Comprehensive Plan on January 17, 2006 with amendments in 2011 and 2012; and
WHEREAS, Wisconsin Statutes require comprehensive plans to include written procedures to foster public participation, including open discussion, communication programs, information services, and public meetings; and
WHEREAS, the City of Madison has prepared a Public Engagement Plan that is consistent with Wisconsin Comprehensive Planning law (66.1001) and strives to make the Comprehensive Plan update process relevant and accessible to all people, including to those who may not have been involved in past planning processes; and
WHEREAS, the Public Engagement Plan includes a wide variety of public engagement techniques to foster broad public participation in the update of the Comprehensive Plan; and
WHEREAS, the Public Engagement Plan was prepared after consultation with various groups and individuals, especially those that are connected with underrepresented groups.
NOW, THEREFORE BE IT RESOLVED, that the City of Madison Common Council adopts the Public Engagement Plan as required by Wisconsin Statutes 66.1001(4).
BE IT FURTHER RESOLVED, that Planning Division staff is hereby authorized to undertake actions necessary to implement the plan.
