Fiscal Note
This three-year agreement (with options for extension) provides for the reimbursement by MATC for free access by MATC students to Metro Transit for fixed route and ADA paratransit services pursuant to the TPC-approved unlimited ride pass tariff. $271,455 is included in Metro's 2007 operating budget. The total amount billable by Metro for all fixed route fares under the terms of the agreement during the first year shall be based on ridership x $0.88 per fixed-route ride. There shall be a minimum and a maximum of +/- 16% for the 2007-08 academic year over or under the actual 2006-07 ridership. For the 2008-09 academic year, the per ride rate will be $0.952 with a minimum and maximum of +/-12% over or under the actual 2007-08 ridership. For the 2009-10 academic year, the per ride rate will be $0.952 with a minimum and maximum of +/-8% over or under the actual 2008-09 ridership. If the extension options are exercised, the per ride rate for the 2010-11 and 2011-12 academic years will be $1.00 with a minimum and maximum of +/- 8% over or under the previous year's actual ridership. Paratransit rides will be billed at the rate of the applicable peak or off-peak ADA paratransit fare in TPC-approved fare tariff. Contract revenues have been anticipated in the 2007 Transit Utility operating budget and will be included in future Metro operating budgets.

PREAMBLE
Madison Area Technical College and Metro Transit have had many successful years of student unlimited ride pass agreements that have been valuable to both parties. With this three-year agreement (with options for extension), Metro Transit will offer interior bus ads and marketing support for designing and producing advertisements for the unlimited ride passes that MATC can use on campus. Metro Transit will, at MATC's request, program the electronic sign at the MATC bus shelter with information on the MATC unlimited ride pass.
WHEREAS, MATC and Metro Transit have had a very successful and productive contracting arrangement for an unlimited ride pass program for MATC students for years, and both parties wish to extend their agreement for a three-year period with the option for one two-year or two one-year extensions;
WHEREAS, the parties have negotiated specifications which meet all Transit and Parking Commission criteria set in advance for unlimited ride pass agreements;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into an agreement with Madison Area Technical College for the purpose of providing a student unlimited ride pass program for the three year term of the agreement (and stated extension periods if exercised), with reimbursement by MATC to the Transit Utility for student trips for the academic years noted.
