Fiscal Note

The proposed resolution amends the Community Development Division's 2024 Adopted Operating Budget to recognize $400,000 from Dane County for continued operations at the Dairy Drive urban campground in 2024: $174,000 in County GPR and $226,000 of Dane County-administered American Rescue Plan Act funds. The proposed resolution further authorizes the Mayor and City Clerk to enter into an agreement with Dane County to accept these funds and to amend the 12-month contract with MACH OneHealth to include these funds to support its work at the Dairy Drive urban campground.

Body

Background:

In 2021, the City established an urban campground on City-owned property, 3202 Dairy Drive, in response to the state of emergency arising from the COVID-19 pandemic and the lack of adequate accommodations for unsheltered homeless persons in the Madison. The Dairy Drive urban campground is set up as a State licensed campground and is equipped with 29 climate-controlled Pallet Shelter units with electrical service, bathroom and shower facilities and staff office space. 

 

The site serves people experiencing unsheltered homelessness in the City of Madison. Participants are prioritized based on their placement in the Coordinated Entry housing priority list which considers the length of homelessness and vulnerability.

 

The Dairy Drive Urban Campground was supported through 2023 primarily with City-administered American Rescue Plan (ARPA) Act and Community Development Block Grant (CDBG) funds. However, a funding shortfall was expected in 2024. Wanting to support the continued operation of Dairy Drive in 2024, the Dane County Board of Supervisors included $400,000 in its budget to supplement City and HUD funds.

 

Action:

WHEREAS, the Common Council authorized the allocation of $244,192 of federal APRA funds for Dairy Drive in the City’s 2024 Adopted Operating Budget (Legistar #79918) and MACH OneHealth has secured an additional $199,000 a year from the U. S. Department of Housing and Urban Development (HUD) Special Notice of Funding Opportunity grant for unsheltered households for the project; and,

 

WHEREAS, in response to the unmet funding needs of the Dairy Drive project for 2024, the Dane County Board moved to allocate $174,000 of County GPR and $226,000 of Dane County-administered American Rescue Plan Act funds, a total of $400,000; and,

 

WHEREAS, Dane County has agreed to transfer its funds to the City, adding them to the existing City contract with MACH OneHealth for the Dairy Drive Urban Campground.

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council authorizes the Mayor and the City Clerk to accept up to $400,000 from Dane County, to use to support people experiencing unsheltered homelessness in the City of Madison at the Dairy Drive Campground, and amends the Community Development Division’s 2024 Operating Budget to reflect the receipt and use of those funds; and,

 

BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and City Clerk to enter into an agreement with Dane County to accept these funds for their intended use; and,

 

BE IT FINALLY RESOLVED that the Council authorizes the Mayor and City Clerk to amend the 12-month Purchase of Services contract with MACH OneHealth the reflect a funding level not to exceed $644,192 to support its work at the Dairy Drive Urban Campground.
