Terminating the Declaration of Public Works Emergency per Section 62.15(1b) of the Wis. Stats. for boiler replacement at Sycamore Streets-East, 4602 Sycamore Ave.   (17th AD)

WHEREAS, during the preventive maintenance inspection in the summer of 2007, it was noted that the refractory around the mud drum was cracked and crumbled, so Facilities Management (FM) called PBBS, a distributor for Cleaver Brooks to get opinion and quote. PSSB advised FM to remove loose refractor material and apply refractory cement.  These repairs were made with in-house staff; and
 
WHEREAS, on January 3, 2008, there was a flame failure on the boiler, FM checked it out and reset it.  There was no apparent reason for failure; and
 
WHEREAS, on January 20, 2008, FM was called in after hours and the system was reset with no apparent reason for failure; and
 
WHEREAS, on January 23, 2008, FM purchased and installed new UV sensor and checked transformer; and
 
WHEREAS, on January 28, 2008, FM cleaned flame rod after more problems; and
 
WHEREAS, on January 29, 2008, there was another shut down of the boiler.  FM called in PBBS to troubleshoot.  It was determined that the boiler had a leak in the mud drum and due to the amount of leakage and inability to access the leaking area it was decided to replace the boiler as opposed to attempt repairs. This boiler was first installed in 1976. PBBS located a new boiler in Milwaukee and made arrangements for the boiler to ship that night.  Streets, FM, and PBBS began tearing out the old boiler.  FM made arrangements with H&H to do the installation; and
 
WHEREAS, a Public Works Emergency, per Wis. Stat. Section 62.15 (1b) was declared to replace the boiler at Street - East.
 
WHEREAS, on January 30,2008, the removal of the old boiler was completed and the new boiler arrived on site and was put in the best location (to make room for a second boiler installation). H&H began installation, took measurement for new welded header and remove old header. Set up a primary and secondary loop due to match configuration of the new boiler over the old one. Streets rented a force-air heating unit to keep the building warm and several small electric heaters were purchased and put in various locations; and
 
WHEREAS, on January 31, 2007, the installation continued, which included the welded manifold for the secondary loop. The pump and setting valves were installed for the primary loop.  Gas was connected and the temporary exhaust vent was installed; and
 
WHEREAS, on February 1, 2008, the primary loop was completed and PBBS installed loop and outside air temperature sensors for the boiler and performed start up on boiler. The H&H electrician hooked up boiler.  The boiler was up and running by the end of the day; and
 
WHEREAS, after February 1, 2008, the primary and secondary loops were insulated by H&H, and checked flow rate of primary loop pumps, and PBBS checked operation of outside air sensors; and
 
WHEREAS, on February 28, 2008, PBBS gave a hands on training course on operation and maintenance on new Raypak boiler to the FM Mechanical Staff.  A small gas valve leak was noted and repaired inside the new boiler; and
 
WHEREAS, on March 31, 2008, H&H ordered Category IV piping for the boiler exhaust vent; and
 
WHEREAS, after March 31, 2008, PBBS performed the combustion analysis and H&H secured the relief valve plumbing.  Then H&H installed the Category IV vent pipe.  The exhaust vent was run thru the roof to the same location as the old boiler's exhaust.  The fresh air vent was then installed where the temporary exhaust vent was located. Final combustion analysis was performed with new vents installed; and
 
WHEREAS, the work has been completed by H&H and PBBS and the emergency no longer exists.
 
THEREFORE, BE IT RESOLVED, that the emergency is hereby declared to be satisfied and is closed and the work is accepted as completed; and,
 
BE IT THEREFORE RESOLVED, that the installer, H&H is paid in full in the amount of $19,786.63 (Invoice #1014326) and the supplier PBBS is paid in full in the amount of $14,732.00 (Invoice #42342); and
 
BE IT THEREFORE RESOLVED that the Public Works Emergency declared for boiler replacement at Sycamore Streets - East, 4602 Sycamore Avenue, is hereby terminated.
 
Fiscal Note
All expenditures related to this Public Works Emergency have already been paid.  No additional funds are required.
