Fiscal Note

This Resolution proposes to amend the 2023 Adopted Operating Budget for the Community Development Division (CDD) to reflect receipt of additional grant revenue and commensurate expenditures resulting from the City's acceptance, on behalf of the Madison/Dane County Continuum of Care (CoC), of two FY20 Youth Homelessness Demonstration Program (YHDP) grant awards from the U.S. Department of Housing and Urban Development (HUD): a Joint Transitional Housing and Rapid Re-Housing Grant (FAIN #WI0252Y5I032000) of $1,573,291 and a System Navigation Grant (FAIN #WI0253Y5I032000) of $720,000. The City of Madison CDD serves as the Lead Agency on behalf of the CoC for the aggregate YHDP grant.

 

Under the proposed amendment, CDD's 2023 Adopted Budget will reflect the following increases:

                     Revenue: + $2,293,291

                     Purchased Services: + $2,293,291

 

This Resolution also authorizes the Mayor and City Clerk to execute agreements with the nonprofit agencies specified below to provide the designated services using these YHDP funds.

BACKGROUND

 

The Youth Homelessness Demonstration Program (Assistance Listing #14.276) is an initiative developed by the U.S. Department of Housing and Urban Development (HUD) to reduce the number of youth experiencing homelessness -- both unaccompanied minors and youth ages 18-24 -- in communities across the nation.  On May 24, 2021, HUD released a Notice of Funding Opportunity (NOFO #FR-6400-N-35), announcing its FY20 YHDP grant award competition.  The Madison/Dane County Continuum of Care (CoC) successfully applied for the grant, with the City of Madison serving as the Collaborate Applicant and Briarpatch Youth Services, Inc. serving as the Lead Agency.

 

The CoC's Youth Action Board (YAB) later requested, and the CoC approved at its June 21, 2022 board meeting, a change in YHDP Lead Agency designation from Briarpatch to the City of Madison for the purposes of managing the FY20 YHDP grant funds.  This requested change was subsequently considered and approved by the Common Council on August 2, 2022 (RES-22-00565, Legistar #72663).

 

The YAB designed two primary project components to utilize the awarded YHDP grant funds (Joint Transitional Housing/Rapid Re-Housing and System Navigation), and solicited Letters of Intent from interested entities via a YHDP Partner Procurement Process.  As a result of that process, the YAB submitted its YHDP funding recommendations (as listed below) to the Homeless Services Consortium (HSC) Board of Directors, and the HSC Board approved them at its meeting on November 18, 2022.

 

                     Joint Transitional Housing and Rapid Re-Housing Grant:  $1,573,291

(Sub-recipients contracts to run from January 1, 2023 through November 30, 2024.)

 

This project seeks to meet the needs of young people in the community experiencing homelessness, by offering both transitional housing and rapid re-housing options.

 

 

o                     Urban Triage - Up to $1,124,802.50 for joint transitional housing / rapid re-housing operations and/or support services.

o                     The Road Home Dane County, Inc. - Up to $361,247.50 for joint transitional housing / rapid re-housing operations and/or support services.

o                     Community Stewardship, Inc (C4CS) - Up to $71,506 for associated administration for the Youth Action Board.

o                     Institute for Community Alliances - Up to $15,734 for associated Homeless Management Information System (HMIS) services, a required database software.

 

                     System Navigation Grant:  $720,000

(Sub-recipients contracts to run from January 1, 2023 through November 30, 2024.)

 

This project provides intensive support to young people at risk of or currently experiencing homeless, supporting youth from initial contact with the system through location of permanent housing and connection to ongoing support services.

 

o                     Urban Triage - Up to $390,339 for system navigation services (supportive services only).

o                     LGBT Outreach - Up to $289,761 for system navigation services (supportive services only).

o                     Youth Action Board - Up to $32,700 for associated administration.

o                     Institute for Community Alliances - Up to $7,200 for associated Homeless Management Information System (HMIS) services, a required database software.

 

This Resolution authorizes the City of Madison, as YHDP Lead Agency, to accept these two YHDP grants, on behalf of the Madison/Dane County CoC, and to enter into contracts with the selected nonprofit agencies for the services and in the dollar amounts articulated above.  It also amends the 2023 Adopted Operating Budget of the Community Development Division to recognize the additional $2,293,291 in YHDP grant revenue and commensurate expenditures.

 

ACTION

 

WHEREAS, the Common Council has adopted the 2020-2024 City of Madison Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, the City of Madison has long been integrally involved in local efforts to end and prevent homelessness, and is a member and active participant in the Madison/Dane County Continuum of Care (CoC); and,

 

WHEREAS, the Madison/Dane County CoC applied for and was successfully awarded $2,293,291 in aggregate FY20 Youth Homelessness Demonstration Program (YHDP) grant funds via a 2021 HUD Notice of Funding Opportunity (NOFO), for the performance period beginning December 1, 2022 and ending November 30, 2024; and,

 

WHEREAS, the City of Madison serves as YHDP Lead Agency on behalf of the Madison/Dane County CoC to administer these FY20 YHDP grant funds; and,

 

WHEREAS, the CoC's Youth Action Board (YAB) conducted a YHDP Partner Procurement Process through which it selected subrecipient nonprofit organizations to implement the articulated goals of a Joint Transitional Housing & Rapid Re-Housing project and a System Navigation project; and,

 

WHEREAS, the Madison/Dane County CoC's Board and the Homeless Services Consortium (HSC) Board of Directors subsequently approved the YAB's YHDP funding recommendations for these two projects, as described herein, at the HSC meeting held on November 18, 2022.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to accept a FY20 YHDP Joint Transitional Housing/Rapid Re-Housing Grant of up to $1,573,291 (Federal Assistance ID #WI0252Y5I032000) and a FY20 YHDP System Navigation Grant of up to $720,000 (Federal Assistance ID #WI0253Y5I032000) from the U.S. Department of Housing and Urban Development (HUD), and to execute the associated grant agreements with HUD; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into contracts or agreements in the allocation amounts and with the selected nonprofit agencies described herein, to provide the designated YHDP services for people experiencing homelessness and those at risk of becoming homeless, during the performance period beginning January 1, 2023 and ending November 30, 2024; and,

 

BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2023 Adopted Operating Budget of the Community Development Division, as appropriate, to recognize the additional YHDP grant revenue and commensurate expenditures.
