I hereby submit, for your consideration and approval, the following citizen committee appointments.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
BUILDING CODE, FIRE CODE, CONVEYANCE CODE AND LICENSING APPEALS BOARD
LAURA M. LAURENZI (5th A.D.) - appoint to the remainder of a three-year term to the position of Member with Fire Prevention Experience. Ms. Laurenzi recently retired from the Madison Fire Department after 28 years of service. At the time of her retirement, she had risen to the rank of Assistant Chief. She succeeds Rick W. Hext.

CITY-COUNTY HOMELESS ISSUES COMMITTEE
LT. BRIAN AUSTIN - appoint to the remainder of a three-year term to the position of Madison Police Department Officer succeeding Capt. Carl Gloede.

EARLY CHILDHOOD CARE AND EDUCATION COMMITTEE
CHRISTINE COKE (11th A.D.) - appoint to the remainder of a three-year term to the position of Specialist in Child Care Field. Ms. Coke is a bilingual early childhood specialist at 4-C (Community Coordinated Child Care, Inc.). She also serves as a bilingual technical consultant for YoungStar, the state’s quality improvement and rating system for childcare providers. Ms. Coke succeeds Scott J. Peters.

LANDLORD AND TENANT ISSUES COMMITTEE
SOONG KIT WONG (4th A.D.) - appoint to the remainder of a three-year term to the position of Madison Area University/College Student. Mr. Wong is a graduate student at the La Follette School of Public Affairs - University of Wisconsin. He succeeds Jennifer S. Tasse.

MADISON FOOD POLICY COUNCIL
DANIEL Y. P. SYVERSON (2nd A.D.) - appoint to the remainder of a three-year term to the position of Citizen Member. Mr. Syverson is a tutor with Monona George, LLC. He previously served on the Washtenaw County Food Policy Council in Michigan. He succeeds Eric Roang.

MADISON'S CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD
Note: Per the Business Improvement District [BID] Operating Plan as approved by the Common Council, “Wisconsin Statutes section 66.1109(3 (a) requires that the Board be composed of at least five members and that a majority of the Board members shall either own or occupy real property in the District. If the actual property or business owner is an entity, that entity shall designate a representative to act on its behalf.”
STACEY M. SCANNELL (1st A.D.) - appoint to the remainder of a three-year term to the position of State Street Area - Business Owner. Ms. Scannell is the owner of The Soap Opera, located at 319 State Street. She succeeds Jeanette E. Riechers.

R. BRAHMER (7th A.D.) - reappoint to a three-year term to the position of State Street Area - Property/Business Owner. First appointed 5-6-2014.

*PATRICK L. MCGOWAN, Waunakee - reappoint to a three-year term to the position of State Street Area - Property/Business Owner. First Appointed 3-29-2005.

Rationale: Mr. McGowan is the president of the University Book Store (711 State St.) which is an integral part of the business district as a business that serves the University and greater community. Mr. McGowan brings special experience with the university and student communities, and the needs of business in the lower State Street and Library Mall area of the District. He has well served this committee since first being appointed in 2005.
LARRY E. LICHTE (19th A.D.) - reappoint to a three-year term to the position of Capitol Square - W. Main Street Area Business Owner. First Appointed 3-29-2005.

SAMUEL J. PARKER (2nd A.D.) - reappoint to a three-year term to the position of King Street Business Association Representative. First Appointed 5-15-2007.

*RYAN C. HUBER, Town of Blooming Grove - reappoint to a three-year term to the position of King Street Business Association Representative. First appointed 6-2-2015.

Rationale: Mr. Huber is the co-owner of Context, a retail men’s clothing shop located on King Street.
TERESA WERHANE (4th A.D.) - reappoint to a three-year term to the position of Downtown Resident. First Appointed 11-17-2009.

*SUSAN A. SPRINGMAN, Waunakee - reappoint to a three-year term to the position of Capitol Square Area - Property Owner. First appointed 1-4-2011.

Rationale: The Mullins Group, which has ownership interest in fifteen properties in the District, has designated Susan Springman as its representative to the BID Board.
Susan Springman's career has spanned executive level positions in the non-profit, private and public sectors, with a special focus on downtown Madison. She will bring valuable experience in and knowledge of Madison to the Board. She was Executive Director of the Central Madison Council (now named Downtown Madison, Inc) during its formative years in the late 1970's. Later she was Mayor Skornicka's business liaison working with local developers and businesses on issues within the City of Madison. Her career in real estate development included a 14 year career as Vice President of Development & Leasing with the Munz Corporation, owning her own real estate consulting business, and serving as President of Executive Management Inc. Recently, Ms. Springman joined the Mullins Group to assist them with their extensive downtown real estate portfolio. She is a Board Member of Downtown Madison, Inc., and the Greater Madison Convention & Visitors Bureau.
*JONATHAN ZAROV, Monona - reappoint to a three-year term to the position of Tax Exempt Entity Representative. First appointed 3-29-2016.
TERM EXPIRES: 1-18-2020
Rationale: Mr. Zarov is the marketing and communications director for the Madison Children's Museum. Having worked for Overture Center, UW-Madison and several other area arts organizations, Mr. Zarov’s experience as an Arts Administrator and programming specialist will serve the BID exceptionally well.
OVERTURE COMMUNITY ADVISORY BOARD
The Overture Center has requested that the term expiration for members serving on the Overture Community Advisory Board be amended so that terms expire on 9/1 (terms currently expire 1/1). By approving these appointments, the Council also is approving the revised expiration dates for terms.
BERNARDO (BERNIE) HOES (15th A.D.) - appoint to the remainder of a three-year term to the position of City Appointee. Mr. Hoes is an English instructor at Madison College. He serves on the boards of Community Shares of Wisconsin and Out Professional Engagement Network (OPEN). Mr. Hoes succeeds Fabu Phillis Carter.

JASON HAGENOW (13th A.D.) - appoint to the remainder of a one-year term to the position of Second Alternate. Mr. Hagenow is a corporate property manager for Meridian Group, Inc. He is an active volunteer with United Way of Dane County. Mr. Hagenow succeeds James E. Polewski who assumed the position of First Alternate.
