The proposed resolution amends the Police Department’s 2024 Operating Budget, authorizes the acceptance of a FY2024 USDOJ Office of Community Policing Services (COPS Office) Community Policing Development Microgrant for $136,398, and authorizes a sole source purchase of services contract with Santos & Santos, Ph.D., Inc. for the same amount. The funds will be used to evaluate to Department’s stratified policing business model for community engagement and proactive crime reduction. There is no impact on the levy.

WHEREAS, the U.S. Department of Justice Office of Community Oriented Policing Services Office Community Policing Development (CPD) funds grant awards to advance the practice of community policing in law enforcement agencies through training and technical assistance and through the development of innovative community policing strategies, applied research, guidebooks, and best practices that are national in scope; and,
WHEREAS, the COPS Office has made a grant award of $136,398 to fund the Department’s proposed stratified policing evaluation; and,
WHEREAS, in 2021, Chief Shon F. Barnes implemented stratified policing, an evidence-based policing strategy is that is an organizational model that standardizes analysis, creates clear expectations for personnel, and provides a system of accountability meetings to ensure crime analysis is utilized and crime reduction occurs within the day-to-day operations of the department, as District commanders establish priorities, analysts track problems and tends, and patrol officers are assigned to specific areas at specific times in efforts to be more proactive in preventing crime; and,
WHEREAS, the Department’s implementation of stratified policing will be evaluated by Dr. Roberto Santos and Dr. Rachel Santos, who seek to understand the mechanisms, processes, and examples of how MPD has built community partnerships, proactively engaged the community, changed its organizational culture, and reduced crime, and identify areas of improvement and ways that MPD can enhance its efforts.
WHEREAS, to accomplish this, Drs. Santos will conduct an organizational survey, meet with internal police personnel, conduct ride-alongs with officers/detectives and others, attend crime reduction meetings, and go into the community with the police. They will speak to city officials, such as the mayor, and council members. They will also meet separately with individuals in the community itself, for example, at barber shops, community events, and churches, as well as with businesses, victims’ advocates, community/neighborhood groups and activist groups, such as the Madison Metropolitan School District, Urban League, United Way, Focused Interruption, Nehemiah Center for Urban Leadership Development, and Downtown Madison, Inc.
NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept an U.S. Department of Justice Office of Community Oriented Policing Services Office Community Policing Development grant award in the amount of $136,398.
BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant, including modifications upon appropriate approvals from USDOJ COPS Office.
BE IT FURTHER RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant
funds.
BE IT FINALLY RESOLVED that the Mayor and City Clerk are hereby authorized to execute a sole source purchase of services contract with Santos & Santos, Ph.D., Inc. for $136,398.
