Fiscal Note

The proposed resolution authorizes approval of the Madison Arts Commission’s (MAC) recommendation for the annual 2022-2023 Arts Grants awards and Artists at Work Grants (AAW). For the annual Arts Grants, MAC received 59 applications, totaling $120,950 in requests. The commission recommends funding 59 projects totaling $97,750. The Planning Division’s 2022 Adopted Operating Budget includes $107,500 to fund such grants recommended by the commission. For the Artists at Work Grant, the Planning Division’s Amended Operating Budget includes $500,000 from the National Endowment for the Arts to provide subgrants to organizations. MAC received 35 applications for AAW grants, totaling $635,000. The commission recommends funding 22 organizations for a total of $450,000. No additional City appropriation is required.

SUBSTITUTE BY TITLE ONLY - Seeking Common Council approval of the 2022-2023 Arts Grants awards funding and Artists at Work Grants awards funding as recommended by the Madison Arts Commission.

Body

WHEREAS, The Madison Arts Commission has the authority, by ordinance, to annually recommend arts grants for approval by the Common Council; and,

 

WHEREAS, on February 22, 2022 the Common Council approved Resolution File Number 69226 (Enactment Number RES-22-00138) accepting $500,000 from the National Endowment for the Arts and authorizing the Madison Arts Commission (MAC) to issue an application and guidelines to initiate a competitive process to select “Artists at Work” (AAW) subgrantees for the funds through the MAC annual grant process; and

 

WHEREAS, by the March 15 annual grant application deadline the Madison Arts Commission received 59 applications for arts projects funding, totaling $120,950 in requests, reflecting a need for financial support that the Arts Commission is unable to meet at its current funding level; and,

 

WHEREAS, by the March 24 Phase 1 AAW grant application deadline MAC received 35 applications for creative worker salary support and by May 4, 2022 MAC received 29 Phase 2 AAW grant applications totaling $635,000, reflecting a need for financial support that the Arts Commission is unable to meet at its current funding level; and

 

WHEREAS, the Madison Arts Commission (and its subcommittees) met on March 31, April 4, and April 8, 2022 to evaluate the applications received for the 2022-2023 grant period including options for projects to go forward in compliance with applicable COVID-19 restrictions, and on Tuesday, April 12, 2022, the full Commission voted to recommend funding of 59 projects for grant awards totaling $97,750; and

 

WHEREAS, the Madison Arts Commission (and its subcommittees) met on March 30, and May 9, 2022 to evaluate the AAW applications received, and on Wednesday, May 11, 2022, the full Commission voted to recommend funding of 22 Organizations for grant awards totaling $450,000.

 

NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the 2022-2023 annual and AAW grant awards funding recommendations of the Madison Arts Commission as shown in the attached table, and authorizes the Planning Division Director to execute the agreements for such projects in the amount shown and with the grantees and/or their fiscal agents or DBA listed therein, upon countersignature of the Finance Director and approval of the City Attorney.
