This resolution would increase budgeted revenue and budgeted expenses in the 2008 Traffic Engineering operating budget by up to $15,000.  No additional appropriation is required.  This grant would have no effect on cost controls.

                                         PREAMBLE
REI has provided grant funding, administered through Bikes Belong, to offer technical assistance funding ranging from $5,000 to $15,000 to city governments in designated and aspiring Bicycle Friendly Communities that are demonstrating success, employing creative strategies, and showing marked advancements in making their communities more bicycle friendly.  Madison has been designated a gold level Bicycle Friendly Community by the League of American Bicyclists and has been invited to submit an application for this grant program.  The Platinum Biking City Planning Committee's report Making Madison the Best Place in the Country to Bicycle was adopted by the Common Council on April 8, 2008.  This report included the recommendation to undertake a scientific survey to determine the level of bicycling in Madison and what the public feels can and should be done to improve bicycling conditions and to increase the number of people bicycling.  This recommendation was included in a list of initial priorities sent to the Mayor by the Platinum Biking Planning Committee and was also included in a list of initial priorities by the Pedestrian-Bicycle-Motor Vehicle Commission.  
 
NOW, THEREFORE, BE IT RESOLVED that the Traffic Engineering Division is authorized to apply for and receive funding for a scientific survey to determine the level of bicycling in Madison and what the public feels can and should be done to improve bicycling conditions and to increase the number of people bicycling; and
 
BE IT FURTHER RESOLVED that the 2008 Traffic Engineering operating budget be amended to recognize additional grant dollars and expenditures in the following Traffic Engineering accounts up to the amounts indicated:
 
      Revenue:      GN01-76610-577201            $15,000
 
      Expenses:      GN01-54950-577201            $15,000
 
BE IT FINALLY RESOLVED that the Request for Proposals and later the survey plan, including the questions to be asked, methods of survey, and timeline, be presented to and approved by the Pedestrian/Bicycle/Motor Vehicle Commission before the survey proceeds.
