Fiscal Note
The proposed resolution authorizes an agreement with the State of Wisconsin Department of Transportation for the design and construction of safety improvements at the Gammon Rd & Watts Rd intersection. The project will be designed in 2021 and constructed in 2022. The total estimated project cost is $708,039, of which $70,804 ($7,500 in 2021 design costs and $63,304 in 2022 for construction costs) is the City share. The State would administer the construction contract and would bill the City for its share of the project.
Funds for the City’s 2021 share ($7,500) are available in the adopted capital budget for Traffic Engineering - Vision Zero Program. Funds for the 2022 share ($63,304) would be available in the 2022 Vision Zero program identified in the Capital Improvement Plan. No additional appropriation is required.

WHEREAS, The city of Madison Traffic Engineering is proposing safety improvements to the Gammon Rd & Watts Rd intersection. The improvements include reconstruction of the left-turn bays to provide a positive left-turn offset, replacing the current signal head configuration with over-the-lane signal heads and high visibility crosswalks; and,
WHEREAS, The project was awarded a grant under WisDOT’s Highway Safety Improvement Program (HSIP) that will be responsible for 90% of the participating design and construction costs, and the City is responsible for 10% of the costs; and,
WHEREAS, The proposed project is planned to be designed in 2021 and to be constructed in 2022,
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for the design and construction of safety improvements at Gammon Rd and Watts Rd intersection, through Highway Safety Improvement Program (HSIP) Project WISDOT ID 5992-07-18/19.
