Fiscal Note
The proposed resolution authorizes a contract in the amount of $613,688 for licensing, subscription, and support services agreement for Autodesk software used for design, construction management, and stormwater modeling with varying terms up to a maximum of 3 years. The resolution proposes paying the full 3-year amount for a cost savings of approximately 5% over the term of the agreement. The prepaid expenses will be amortized over the life of the licenses, in accordance with governmental accounting standards.
Funding for year 1 is included in the 2026 adopted operating budget in multiple agencies (Engineering, Sewer Utility, Stormwater Utility, Parks, Traffic Engineering, and Water Utility). Funding for years 2 and 3 was not included in the 2026 budget. Costs will be monitored through budget projections in 2026 to ensure agencies are managing the costs within their allocated budget.

Authorizing the Mayor and City Clerk to enter into a 3-year, competitively selected service contract with Topcon Solutions Store for Autodesk software renewals for architectural and engineering design, construction management, and stormwater modeling activities performed by City staff.
Body
WHEREAS, City of Madison Public Works and Transportation agencies use Autodesk software products to perform architectural and engineering design, construction management, and stormwater modeling activities required to plan, design, and construction City infrastructure and facilities; and
WHEREAS, the City Department worked with the Purchasing Division to issue RFB # 14076-0-2025-BG to solicit proposals for such services, and received eleven (11) bids; and
WHEREAS, Topcon Solutions Store submitted the low bid of $613,688 to provide requested licenses; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with Topcon Solutions Store for the purposes and at the price described above, for a term of three (3) year, pending the Common Council’s approval of the 2026 Operating Budget.
