Fiscal Note                     

The proposed resolution amends the 2022 Sewer Utility Capital Budget by authorizing net neutral transfers of existing Sewer Reserves budget authority from the Pavement Management program to several stand-alone projects. $30,000 will be transferred to the Pumpkin Hollow Sanitary Impact Fee District project (MUNIS 13867) and $30,000 will be transferred to the Northeast Neighborhood Sanitary Impact Fee-Gaston Rd Extension (MUNIS 11596) to fund preliminary survey and design work prior to the official establishment of the two Impact Fee Districts. Lastly, $30,000 will be transferred to the CTH AB Interchange project (MUNIS 13013) to fund staff time for administration and inspection of the sanitary sewer installation.

Body

WHEREAS, the Adopted 2022 budget does not have adequate funding for creation of the Pumpkin Hollow Sanitary and the Northeast Neighborhood- Gaston Road Extension Sanitary Sewer Impact Fee Districts and inspection of  the sewer being built with CTH AB Interchange project; and

 

WHEREAS, the City has determined sanitary sewer in the two impact fee area districts is needed to meet development demands that have been approved by both Capital Area Regional Planning Commission and the Common Council; and

 

WHEREAS, the sewer improvements with the CTH AB Interchange project are funded by Dane County but will be City owned facilities; and

 

WHERAS, City owned sewer facilities need to be built in accordance with City of Madison Standards which requires City staff time for design and construction inspection; and

 

WHEREAS, the funds from the transfer will be used for City staff time to prepare the documents needed to establish the two impact fee districts and staff time for construction inspection of sewer improvements for the CTH AB Interchange project;

 

NOW, THEREFORE, BE IT RESOLVED that the 2022 Sewer Utility Capital Budget is hereby amended to transfer existing budget authority from the Pavement Management program into Pumpkin Hollow Sanitary Impact Fee District ($30,000); Northeast Neighborhood Sanitary Impact Fee-Gaston Rd Extension ($30,000); and CTH AB Interchange ($30,000).
