Board of Health for Madison and Dane County Resolution #2023-36 Umbrella Resolution for 2024 Grants and Agreements

Public Health - Madison and Dane County (PHMDC) has many grants and contracts whereby it receives funds to support public health services. The grants included in this resolution are continuations of grants from previous years; they have been reviewed and approved by the Dane County Board of Supervisors and the City of Madison Common Council in previous funding cycles. Under the terms of the merger agreement, the Board of Health for Madison and Dane county may accept continuation grants with the approval of the Board of Health for Madison and Dane County (IGA, VIII, F, 1-3).
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison and Dane County on behalf of Public Health-Madison and Dane County authorizes the Director of Public Health, or her designee, to sign the following contracts and agreements that are anticipated and accept the funding in the 2024 Public Health Operating Budget:
Grants:
• Consolidated Contract (Division of Public Health of the Wisconsin Department of Health Services) with grants for the following:
1. Childhood Lead Poisoning Prevention
2. Radon Regional Information Center
3. Immunizations
4. Maternal Child Health
5. Wisconsin Well Woman
6. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
7. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Farmer’s Market Nutrition Program
8. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Peer Counseling
9. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Contract Interpreter services
10. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Buddy and Facebook Program Pilots;
11. Tobacco Prevention and Control (Community Intrvns);
12. Tobacco Prevention and Control (WI WINS);
13. Communicable Disease Control and Prevention;
14. Prevention Health and Human Services Block Grant (Division of Public Health of the Wisconsin Department of Health Services);
15. Public Health Emergency Preparedness (Division of Public Health of the Wisconsin Department of Health Services) for emergency preparedness planning; and
16. HIV Prevention and Linkages to Care (Division of Public Health of the Wisconsin Department of Health Services) for HIV Prevention activities;
• Wisconsin Integrated HIV Surveillance and Prevention Program (Division of Public Health of the Wisconsin Department of Health Services) for HIV counseling, testing, and referrals;
• Perinatal Hepatitis B Prevention Program (Division of Public Health of the Wisconsin Department of Health Services) for Immunization Program;
• Injection Drug Use Prevention Grant (Wisconsin Department of Health Services);
• Maternal Child Health Dual Protection Grant (Title V) (Wisconsin Department of Health Services); and
• Family Planning Dual Protection Grant (Title X) (Wisconsin Department of Health Services).
Agent Agreements:
• Transient Non-Community Public Water Systems (Wisconsin Department of Natural Resources) to test private water systems;
• Retail Food Establishment Licensing (Wisconsin Department of Agriculture, Trade, and Consumer Protection) to administer a retail food establishment licensing program;
• Inspection of Manufactured Homes (Wisconsin Department of Safety and Professional Services) to inspect each manufactured home community in Dane County for the enforcement of state sanitary regulations; and
• Lodging and Pools (Wisconsin Department of Agriculture, Trade, and Consumer Protection) to issue permits, inspect and regulate restaurants, campgrounds, recreational educational camps, public swimming pools, hotels, motels, tourist rooming houses and bed and breakfast establishments, and inspect vending machines.
Other:
• Tuberculosis (TB) Dispensary (Division of Public Health of the Wisconsin Department of Health Services) to reimburse local providers and pharmacies for TB services when clients have no health coverage;
• West Nile Virus Partner Agreements (local municipalities and governmental agencies) for mosquito surveillance and control;
• Wisconsin Fund (Wisconsin Department of Natural Resources) for the replacement of septic systems;
• MIECHV (Maternal, Infant, and Early Childhood Home Visiting) program for Nurse Family Partnership home visiting services and additional supports for pregnant women and families;
• Prescription Drug Overdose Prevention Grant Award (Wisconsin Department of Health Services) for Overdose Fatality Review Project;
• Ryan White HIV/AIDS Program Part C HIV Early Intervention Services Program: Existing Geographic Service Areas" from the DHHS, PHS, HEALTH RESOURCES AND SERVICES under agreement number 2 H76HA00204-21 (Prime Award), (CFDA number 93.918 Grants to Provide Outpatient Early Intervention Services with Respect to HIV Disease; FAIN H76HA00204) (University of Wisconsin-Madison);
• Roots and Wings Foundation, Inc. to support Nurse Family Partnership operations; and
• NEHA-FDA Retail Flexible Funding Model Grant Program for Public Health Madison & Dane County (PHMDC) conformance with the Voluntary National Retail Food Regulatory Standards (Retail Program Standards).
