This Resolution authorizes for contracting of $25,000 of funds previously approved under a Year 3 Weed and Seed grant (funds are deposited into a segregated fund SG58-54920-133200-00-0000000-05WS0287 and used to offset all associated expenses). There is no net impact on cost controls or levy.
Title
Authorizing the Mayor and City Clerk, through the Office of Community Services, to enter into a Purchase of Services Contract with the Urban League of Greater Madison for a truancy prevention program.
Body
WHEREAS Madison has neighborhoods where crime rates (including youth truancy) and the number of residents living in poverty are higher than the citywide average and those same neighborhoods lack comprehensive plans and resources to address their special issues; and
WHEREAS in 2000, City officials and staff determined that the three neighborhoods in greatest need of additional resources were the Allied Drive, Broadway Lake Point, and South Madison neighborhoods; and
WHEREAS in 2000, staff from the Office of Community Services and Madison Police Department conducted forums with residents of the three neighborhoods to gather input and feedback on a plan for additional resources; and
WHEREAS in 2000, the City of Madison applied for and was awarded Official Recognition as a Weed and Seed site through the United States Community Capacity Development Office; and
WHEREAS the City of Madison is currently implementing the Year 3 Weed and Seed grant and the Official Recognition strategy developed in 2000 and updated in 2005; and
WHEREAS on September 1, 2005 the United States Community Capacity Development Office awarded Year 3 Weed and Seed funding to the City of Madison for the period of October 1, 2005 through September 30, 2006 in the amount of $225,000; and
WHEREAS this grant award included an allocation of $25,000 for Truancy Prevention programming; and
WHEREAS the Year 3 Weed and Seed grant award was approved by the Common Council on December 13, 2005 with Legislative ID # 02464; and
WHEREAS the Community Services Commission, serving as the Seeding Committee for the Weed and Seed program, and the Weed and Seed Steering Committee have approved the recommendation that Urban League of Greater Madison be contracted with for the provision of a Truancy Prevention program targeted for youth in the Allied Drive neighborhood because of their existing working relationship with the Madison Metropolitan School District and the Disproportionate Minority Confinement Committee's truancy prevention efforts; and
WHEREAS the Office of Community Services is collaborating with other organizations to help fund this Truancy Prevention program, thus maximizing the Weed and Seed dollars; and
WHEREAS those other funds will be utilized first for the period of July 1, 2006 through September 30, 2006 which allows the program to operate fully with only $7,310 needed from the Weed and Seed Year 3 grant for the same period of time; and
WHEREAS the Office of Community Services is seeking a "no cost" extension of the Year 3 grant so that we may continue to fund and operate the Truancy Prevention program from the period 10/1/06 through 9/30/07 utilizing the remaining $17,690 in Weed and Seed funds;
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into a Purchase of Service Agreement, through the Office of Community Services, with the Urban League of Greater Madison for the period 7/1/06 through 9/30/06 for up to $7,310 utilizing Year 3 Weed and Seed funds; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into a Purchase of Service Agreement, through the Office of Community Services, with the Urban League of Greater Madison for the period 10/1/06 through 9/30/07 for up to $17,690 utilizing the remaining truancy prevention funds from the Year 3 Weed and Seed grant contingent upon approval of the "no cost extension" from the United States Community Capacity Development Office.
BE IT FURTHER RESOLVED that the Comptroller and the Office of Community Services are authorized to maintain accounts as required for the administration of grant funds.
