This is a standing contract for use with quarantine and isolation. If the department is not able to secure funding from other sources or the operating budget is not able to absorb these costs, the department will use its emergency fund to cover these costs. No additional appropriation is required.

Authorization for Public Health-Madison and Dane County to enter into a purchase of services agreement for security services with JBM Patrol and Protection Corporation

Preamble: Public Health-Madison and Dane County is responsible for monitoring and preventing the spread of communicable disease in Dane County. Quarantine and isolation are methods to control the spread of communicable disease.The health department is authorized and required by state law to hire personnel as needed to guard quarantine locations in order to enforce restrictions on communicable disease, by Wis. Stat. sec. 252.06.
PHMDC seeks to have in place a contract to hire security personnel to monitor quarantine locations, if that should become necessary. All security personnel will be briefed by Public Health staff before providing services under this agreement. Security personnel will be instructed to call non-emergency dispatch for law enforcement assistance and not to have any physical contact with a quarantined individual.

WHEREAS Public Health is responsible for monitoring and preventing the spread of communicable disease and there may be occasions when the department will need to monitor a person in quarantine, and
WHEREAS Public Health desires to contract for security services as that is a cost effective means to monitor quarantine, and
WHEREAS, JBM Patrol and Protection Corporation (JBM) has provided satisfactory services to both the City of Madison and Dane County and has agreed to provide the quarantine monitoring services that may be necessary for PHMDC, meeting all of the concerns and requirements of the health department and applicable state law; and
WHEREAS the Inter-Governmental Agreement creating Public Health-Madison and Dane County requires the department to follow City of Madison purchasing guidelines, and MGO 4.26 requires Common Council approval for any service contract that exceeds $25,000 if the contractor was not selected using a competitive selection process and there was not enough time to conduct a full RFP and JBM is a past vendor of the City and the County;
NOW THEREFORE BE IT RESOLVED that the Common Council of the City of Madison authorizes the Board of Health for Madison and Dane County, on behalf of Public Health-Madison and Dane County to enter into a one year contract with JBM Patrol and Protection Corporation, with the option to renew for up to two additional one-year renewals, at a cost not to exceed $25,000 per year for the purposes described herein; and
BE IT FURTHER RESOLVED that the Director of Public Health-Madison and Dane County is authorized to sign the contract.
