Fiscal Note

The proposed resolution authorizes the use of up to $125,000 in federal CDBG grant funds to support the construction of a shelter at Sandburg Park. The shelter was identified as a priority in the Northeast Area Plan, which was adopted by Common Council in September 2024 (RES-24-00557). The Community Development Division's (CDD) 2026 Adopted Operating Budget includes $125,000 in federal Community Development Block Grants (CDBG) grant funds for high priority projects evolving from the Northeast Area Plan. The funds will remain within CDD's CDBG operating fund 1205 (project #71026) with individual projects established for Parks Division. No additional appropriation required.

Body

Background

The Community Development Division (CDD) and Community Development Block Grant (CDBG) Committee, in cooperation with the Planning Division, sponsored a planning effort in the Northeast Area of Madison, as designated within the established 12 Area Plans Planning Framework. The Plan, adopted by the Common Council in September 2024, included implementation priorities designed to address specific objectives. While engaging in the planning process, neighborhood residents selected fifteen potential projects to utilize the CDBG funds as part of three identified Community Action Strategy Areas (Sandburg, Burke Heights, and Hawthorne-Truax). The CDD’s Adopted Operating Budget authorized the use of up to $125,000 of CDBG funds for the implementation of eligible projects in the Northeast Area plan.

Staff have reviewed the list of potential CDBG projects identified in the Northeast Area Plan and recommend the CDBG funds are moved to construct a shelter at Sandburg Park.

To meet U.S. Department of Housing and Urban Development’s national objectives, CDBG funds must be used to benefit low- and moderate- income persons residing in the South Madison planning area to meet the criteria for Low Mod Area Benefit “LMA” National Objective. Other federal regulations, e.g., Davis-Bacon prevailing wage and Environmental Review requirements will also apply. These funds must be expended no later than December 2027.

 

Body

WHEREAS, the Housing and Community Development Act of 1974 permits the City of Madison to assist agencies in the development and implementation of innovative projects which provide benefits to strategically identified low- and moderate-income areas; and,

 

WHEREAS, the Northeast Area  Plan, adopted as a supplement to the City of Madison Comprehensive Plan, was enacted on September 10th, 2024 (RES-24-00557), and prioritized improvement the construction of a shelter at Sanburg Park (CDBG Priority Projects #3 p.77); and,

 

WHEREAS, up to $125,000 in federal CDBG grant funds are authorized in the Community Development Division’s Adopted 2026 Operating Budget to implement eligible projects in Northeast Area Plan and authorization is carried over to 2027; and,

 

WHEREAS, the Community Development Division's CDBG Unit staff have reviewed these proposals and found them consistent with their Program Goals and Priorities and recommend their adoption in order to promote further progress with the adopted Area Plan; and

 

WHEREAS, the CDBG Committee also reviewed the specific funding recommendations from the Northeast Area Plan and recommended adoption, in order to promote further progress with the adopted Plan; and,

 

WHEREAS, the Parks Division maintains park amenities and facilities, will build a shelter at Sanburg Park; and,

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council approves the allocation of up to $125,000 in federal CDBG grant funds for the particular projects and in the amounts identified below:

 

 

                     Parks Division: up to $125,000 for use in supporting the construction of a shelter at Sandburg Park;

 

and,

 

BE IT FURTHER RESOLVED, that the Board of Park Commissioners supports the implementation of the aforementioned projects for purposes of improving park use and access; and,

 

BE IT FINALLY RESOLVED, that the Common Council authorizes the Community Development Division to enter into Memorandum of Understanding agreements with the aforementioned parties for purposes of implementing the approved projects by December 31, 2027.
