Fiscal Note
Under the terms of this agreement, the Wisconsin Youth Company, Inc. would provide all of the equipment, labor and materials necessary to assume the maintenance and upkeep of the Elver Park Shelter #2 for its youth drop-in center. The City's shelter rental fees is its "in-kind" contribution to this project. Included in the City's support of this service will be the cost of heat and electricity. No additional appropriation is required.

Preamble
The Wisconsin Youth Company, Inc. has applied to the Parks Division of the City of Madison for a special shelter permit to use the Elver Park Shelter #2 for youth drop-in programming from December 2008 through March 2009 from 4:00 p.m. to 10:00 p.m. on weekdays and 10:00 a.m. to 9:00 p.m. on weekends.
The Wisconsin Youth Company, Inc. will use the shelter as a drop-in center for middle school youth programming that will offer a variety of activities within the park shelter and park. Activities will include but are not limited to: homework club, computer games, board games, music, leadership skills, conflict resolution, flag football, basketball and cooperative games. The schedule of activities will vary by day based on attendance and weather. The youth would also be able to participate in winter sports.
NOW, THEREFORE, BE IT RESOLVED that the Parks Division of the City of Madison is authorized to enter into a special shelter permit with the Wisconsin Youth Company, Inc from December 2008 through March 2009 for youth drop-in programming.
BE IT FURTHER RESOLVED That all such agreements shall be in a form approved by the Risk Manager and the City Attorney.
BE IT FINALLY RESOLVED that the Parks Division is authorized to waive the normal shelter rental fees as its "in-kind" contribution to these efforts. Included in the city's support will be the cost of heat and electricity. The City of Madison requests that all publicity relating to this program effort and all reports submitted to funding agencies such as the Madison Community Foundation list the City as a contributor.
