BACKGROUND:
The CDBG Commission has traditionally identified certain projects for Council approval to "carry-over" their funds approved in previous years. Typically, the Commission has recommended carry-over of selected capital projects that have encountered some difficulty beyond their control or which face unusual circumstances. The CD Office normally continues those projects that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15 of each year.
ACTIONS:
WHEREAS, the Community Development Block Grant Program, as amended, and its implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help community agencies which benefit low and moderate income persons; and
WHEREAS, the CDBG Commission and CD staff have reviewed these recommendations, find that they further the goals of the CD program expressed in the Five-Year Community and Neighborhood Development Plan; and recommend Council adoption;
NOW THEREFORE BE IT FURTHER RESOLVED that the Common Council approves the carry-over of the following projects, to be completed by December 31, 2007, for the reasons identified:
·      Hiestand concentration neighborhood plan implementation project funds, including two neighborhood park improvement projects and a neighborhood identity signage project for a total of up to $126,300, because of some delays in the final approval of the plan and negotiations regarding the selection of projects;
 
·      South Madison/Bay Creek concentration neighborhood plan implementation project funds for projects to be identified in the plan, up to $152,000; due to an extended planning process for the overall neighborhood plan, and changes in the composition of the neighborhood planning committee;
 
·      Common Wealth Development: Thornton Ave. Housing up to $499,500 in HOME funds for purchase or partnership with the buyer of State surplus property in the East Isthmus area, until April 2007;
 
·      Movin' Out Homeownership: up to $67,970 in HOME funds to assist low income households with disabilities move into homeownership;
 
·      Community Action Coalition: community gardens improvement, up to $3,895 in CDBG funds to complete two physical improvement projects;
 
·      Wexford Neighborhood Center construction up to a total of $357,000 (CDBG and EDI), due to Center-School negotiations and fund-raising time-tables, through December 2008;
 
·      Arboretum Co-housing (up to $383,200) and Habitat: Erin/Emerald (up to $88,000) co-housing and workforce housing projects; (HOME and EDI funds);
 
·      C-CAP: Northport Commons Homeownership Assistance up to $380,000 in HOME funds.
 
NOTE:      The proposals describing the above projects and the CDBG Commission recommendation are available on file in the Council Office and in the CD Office. For the information of the Common Council, the following previously approved projects would be extended into the year 2007 (except where noted), because they were approved since April 2006, were approved for a longer term contract, are financed with special funding that carries a longer term commitment, or had committed capital funds through a subcontract to accomplish the project:
