The proposed resolution authorizes a non-competitive contract with Madison Area Technical College to provide Paramedic Training for the Madison Fire Department. The contract amount will not exceed $78,450.00. Funding is available in the Fire Department's 2021 operating budget. No appropriation is required.

Body
The Madison Fire Department provides emergency medical services to the community. Ten Fire Fighter/Paramedic positions are needed to fill expected retirements, promotions and medics choosing to no longer retain their paramedic status with the Department. The Madison Fire Department is not a certified training center for initial paramedic training, we contract with Madison Area Technical College to provide this initial training and certification of our firefighter/paramedics.
WHEREAS, Madison Fire Department need to train and certify up to ten (10) personnel as FireFighter/Paramedics to fill vacancies due to attrition: and
WHEREAS, The Madison Fire Department is not a certified training center for initial paramedic training: and
WHEREAS, Madison Area Technical College was contracted with previously in 2019 and 2020 to provide the paramedic training and certification: and
WHEREAS, Madison Fire Department has negotiated a contract with Madison Area Technical College for the Academic Year 2021-2022 to provide paramedic training starting late August 2021 to certify personnel in anticipation of expected retirements: and
WHEREAS, MGO 4.26 requires the Common Council to approve service contracts exceeding $50,000 if the contractor was not selected through a full competitive selection process.
NOW, THEREFORE, BE IT RESOLVED, that Council approves a contract not to exceed $78,450.00 with Madison Area Technical College through April 7, 2022 to cover tuition, training, testing and certification fees: and
BE FINALLY RESOLVED, that the Mayor and City Clerk are authorized to execute the contract.
