Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on Johns Street (Cottage Grove Road intersection).

PREAMBLE
The City of Madison plans to complete utility replacement with street resurfacing on Johns Street from Olbrich Avenue to Cottage Grove Road. Due to sewer main reconstruction requirements, City Engineering proposes to allow the Contractor to work between the hours of 7:00 PM to 7:00 AM. The work taking place on this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:
1. Sanitary sewer main replacement through the intersection of Cottage Grove Road at the Johns Street intersection is needed to take place outside of normal business operation to avoid traffic delays/closures.
2. Waste water sewer bypass pumping for sanitary sewer replacement will require pumping of waste water across the Cottage Grove Road intersection at Johns Street. This work will greatly impact daily traffic on Cottage Grove Road during normal work hours
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. Set up for waste water bypass pumping with Cottage Grove Road.
2. Replacement of sanitary sewer main with closure of one lane in each direction on Cottage
Grove Road.
3. Full closure of Cottage Grove Road for two (2) nights to complete sanitary sewer replacement,
and manhole replacement; first night for manhole replacement, second night for any
emergency work to be completed that was not finished within the first night.
The estimated Dates are as follows:
1. Waste water bypass pumping set up and replacement of sanitary sewer main and manhole -
late April.
These date ranges are approximate, and will be more clearly defined as the work areas are identified or as weather and unforeseen circumstances dictate.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction.
NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on Johns Street (Olbrich Avenue to Cottage Grove Road) are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and
BE IT FURTHER RESOLVED, that the construction activities outside of the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and are limited to the hours specified, and
BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on December 31, 2015.
