Fiscal Note
The Police Department's 2013 Operating Budget includes $90,000 of revenue derived from the Training Center. This resolution provides the opportunity for increased revenue by authorizing use of the facility by protection and security firms and other private entities that provide specialized law enforcement training. No additional expenditure is anticipated.

Body
WHEREAS, pursuant to Resolution RES-11-00918,  File # 24223 adopted on November 3, 2011,   the Chief of Police is authorized to establish and modify Training Center space use fees and to execute Space Use Agreements with other law enforcement agencies, governmental organizations, or other group with law enforcement affiliations for use of rooms, including the indoor range, and/ or lands around the City of Madison Police Training Center located at 5702 Femrite Dr., Madison, WI, for the purpose of providing law enforcement and related trainings subject to specified terms and conditions:; and,
 
WHEREAS, pursuant to Resolution RES-10-00998,  File # 17790  adopted on April 13, 2010, the Madison Police Department  is authorized to accept registration fees for the purpose of providing training for law enforcement personnel, and to utilize funds obtained to pay the costs associated with implementing training; and
WHEREAS, the Training Center has the ability to host multiple training activities simultaneously; and,
WHEREAS, the Training Center has the ability to operate 24/7; and,
WHEREAS, individual security guards have requested to participate in firearms training offered by the Madison Police Department and protection and security firms  have expressed interest in leasing space from the City of Madison Police Department for use of portions of this Training Center; and,
WHEREAS, a marketing plan was developed by the Madison Police Department to include a set fee structure for space rental for outside entities and registration fees for individual participants in MPD conducted training courses; and,
 
WHEREAS, the Chief of Police has concluded that offering access to such training for private security personnel and business entities  is in the interest of public safety and will also provide revenue to fund enhanced training opportunities for law enforcement personnel; and,
 
WHEREAS, the Chief of Police (or designee) can wishes to enter into contracts space use agreements with private entities who provide critical, specialized law enforcement training (such as Safariland, Lifeline Training and other national companies that train law enforcement); and,
 
WHEREAS, the Chief of Police can enter into contracts with outside consultants and companies to train law enforcement personnel at the Training Center up to $25,000 worth in the contract; and,
 
WHEREAS, the Chief of Police can enter into contracts with private security firms and armed security guard firms wishing to train at the Madison Police Department range following orientation and training seminars.  Those firms must have qualified firearms instructors and be licensed through the State of Wisconsin or United States federal government.
 
NOW, THEREFORE, BE IT RESOLVED, that the Chief of Police is authorized to establish and conduct firearms training programs for security guards  at the Madison Police Training Center as provided herein; and:
 
BE IT FURTHER RESOLVED, that the Chief of Police is authorized to execute Space Use Agreements with protection and security firms and private entities that provide specialized law enforcement training for the use of the City of Madison Police training Center for the purposes of training, including use of rooms, the indoor range and/or lands around the City of Madison Police training Center under the terms and conditions specified in RES-11-00918, and is further authorized to sign such space agreements on behalf of the City, provided that the form of the agreement is approved by the City Attorney and Risk Manager.
