The proposed resolution authorizes the execution of related agreements and easements with Dane County for installation of electric vehicle charging stations at Junction Rd Park & Ride. Dane County will install the chargers and secure a maintenance and operation agreement with a third-party vendor for a 5-year term. The County will incur the costs during this 5 years utilizing U.S. Department of Transportation - Federal Highway Administration funds awarded through the Charging and Fueling Infrastructure grant program. After 5 years, the City will take ownership of the chargers. Future operating costs (e.g. electricity, maintenance, and other expenses) are to be determined. The City is exploring operating models, such as leasing the chargers to a third-party vendor, for when the chargers become City-owned. No additional appropriation needed at this time.

Resolution authorizing the execution of agreements and associated easements with Dane County relating to the installation, operation, maintenance and repair of electric vehicle charging stations at the Junction Road Park and Ride. (District 1)
Body
WHEREAS, the County of Dane (“County”) applied to the United States Department of Transportation, Federal Highway Administration, for a grant under the Charging and Fueling Infrastructure (“CFI”) Discretionary Grant Program to install electric vehicle charging stations throughout Dane County; and,
WHEREAS, the County conducted an open and competitive process to select installation sites that were unlikely to be prioritized by the private market; and,
WHEREAS, Metro Transit of the City of Madison (“City”) is the owner of the Junction Road Park and Ride facility located at 432 South Junction Road (“Site”); and,
WHEREAS, the Site was selected by the County as a suitable location for electric vehicle charging stations because it is adjacent to a designated underserved Priority Area; and,
WHEREAS, the County proposes to install level 2 electric vehicle charging equipment capable of simultaneously charging four vehicles at the Site, at no cost to the City, using CFI Grant funds; and,
WHEREAS, the County will manage all grant funds, procurement, and contracts related to the site assessment, equipment purchase, construction, and installation of the electric vehicle charging stations, and will also secure an operation and maintenance agreement with a third-party operator on behalf of the City during a five-year term; and,
WHEREAS, Metro Transit, as Site Host would be responsible for ensuring public access 24 hours per day, seven days per week, provide electrical service to the Site, and comply with applicable federal standards set forth in 23 CFR Part 680; and,
WHEREAS, the Site Host Agreement requires the City to grant the County a temporary limited easement for a five-year term over the Site for the purposes of installing, constructing, operating, maintaining, repairing, and monitoring the electric vehicle charging stations and associated infrastructure; and,
WHEREAS, the City would own the electric vehicle charging stations upon completion of the five-year term; and,
WHEREAS, the Site is readily accessible to the public, can accommodate electric vehicle charging stations, and placement of electric vehicle charging stations at this location will aid the success of the City’s sustainability goals of sustainable and renewable energy policies.
NOW, THEREFORE, BE IT RESOLVED that the Common Council finds that it is in the City’s and the public’s interest to support the County’s request by providing dedicated locations at the Junction Road Park and Ride for the installation, operation, maintenance and repair of electric vehicle charging stations and related facilities; and,
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into agreements and associated easements with the County relating to the installation, operation, maintenance and repair of electric vehicle charging stations at the Junction Road Park and Ride; and,
BE IT FURTHER RESOLVED that final approval of the locations of the electric vehicle charging stations and any associated easements shall be made by the General Manager for Metro Transit.
