Fiscal Note

The 2018 Public Health adopted capital budget includes $1,424,328 for Remodel of Office Space (Munis # 17047) funded by GO Borrowing. The proposed resolution authorizes the conversion a hallway on the fifth floor of the CCB to City owned Public Health office space and payment to Dane County of $24,535 ($35 square foot) $21,030 ($30/square foot) for this space. Funding is available within the project.

SUBSTITUTE - Converting the hallway space bisecting the Public Health Madison-Dane County (PHMDC) offices into City owned space for use by PHMDC in the remodeling of its offices and authorizing the Mayor and City Clerk to execute the Sixth Addendum to the City-County Building Agreement.

Body

WHEREAS, on February 8, 1955, the City of Madison (“City”) and Dane County (“County”) entered into the “Amended Agreement Between the City of Madison and Dane County for the Construction and Maintenance of a Joint City-County Building” (the “1955 Agreement”) pursuant to which the Parties have provided for the joint ownership and operation of the City-County Building; and,

 

WHEREAS, in December 2005, the Parties entered into the “Amended Agreement Between the City of Madison and Dane County for the Operation and Maintenance of a Joint City-County Building” (the “Master Agreement”) to update the 1955 Agreement relating to the ownership and operation of the City-County Building; and,

 

WHEREAS, the Parties have entered into five addendums to the Master Agreement regarding sales of space in the City-County Building; and,

 

WHEREAS, under the terms of the Master Agreement between the City of Madison and Dane County for the Sale of Space in the City-County Building, as amended, the City and the County are equally responsible for the common areas of the City-County Building (the CCB); and,

 

WHEREAS, under the terms of the Intergovernmental Agreement between the City of Madison and Dane County for Creation of a City-County Health Department, the City is financially responsible for Public Health Madison & Dane County’s (PHMDC) fifth floor office space in the CCB; and,

 

WHEREAS, PHMDC plans on remodeling its office space on the fifth floor of the CCB, which remodel would include the conversion of 701 square feet of hallway (common space under the CCB Agreement) into office space (City space under the CCB Agreement) as shown on the attached exhibit; and,

 

WHEREAS, Dane County is agreeable to converting this hallway to City space in exchange for $24,535 ($35 square foot) $21,030 ($30/square foot); and,

 

WHEREAS, to effectuate this conversion of space, the City and the County now wish to enter into the “Sixth Addendum to Agreement Between the City of Madison and Dane County for the Sale of Space in the City-County Building” (“Sixth Addendum”) to provide for the sale of the County’s half-interest in this hallway space and a corresponding update of the City-County Building Space Allocation table. 

 

NOW THEREFORE, BE IT HEREBY RESOLVED, that the Mayor and City Clerk are hereby authorized to execute the Sixth Addendum, attached hereto and incorporated herein, in a final form approved by the City Attorney; and

 

NOW THEREFORE, BE IT HEREBY FURTHER RESOLVED, that the City is authorized to pay Dane County $24,535 $21,030 to convert the hallway space bisecting the PHMDC offices into City owned space for use by PHMDC in the remodeling of its offices.
