DRAFTER'S ANALYSIS:  This is one of  5 ordinances (ID #s 02702, 02703, 02704, 02705 and 02636) to reorganize the existing Department of Revenue into the separate positions of Clerk/Treasurer and Assessor and deleting the existing Department of Revenue.  For a more detailed analysis, see the Report of the Office of City Attorney.

The Common Council of the City of Madison do hereby ordain as follows:
 
1.      Section 3.13 entitled "City Clerk" of the Madison General Ordinances is hereby repealed.
 
2.      Section 3.77 entitled "Department of Revenue" of the Madison General
Ordinances is hereby repealed.
 
EDITOR'S NOTE:
 
1.      Section 3.13 of the Madison General Ordinances currently reads as
follows:
 
"3.13      CITY CLERK. The office of City Clerk is hereby established to perform the duties of Clerk as provided in Section 62.09(11) of the Wisconsin Statutes. The City Clerk shall be appointed by the Mayor, subject to the approval of the Common Council and shall hold office under civil service. The City Clerk shall be responsible for the publication, filing, indexing, and safekeeping of all proceedings of the Common Council; shall be responsible for all election duties as required by the laws of the State of Wisconsin and shall keep and maintain all election records and be responsible for all property used in connection with the holding of elections. The City Clerk shall publish all required legal notices unless otherwise provided; shall file and preserve all contracts, bonds, oaths of office and other documents not required to be filed elsewhere and shall issue all licenses required by ordinance or state statute, except as otherwise provided. The City Clerk shall be the custodian of the official City seal and shall notify the appointing authority and the Chair of all boards or commissions thirty (30) days prior to the expiration of the term of office of any member thereof. The City Clerk shall prepare the tax roll and tax notices as required by Wisconsin Statutes. The Director of Revenue shall hold the office and title of City Clerk and perform the responsibilities of the City Clerk and shall take an oath of office to faithfully perform the duties of the office."
 
2,      Section 3.77 of the Madison General Ordinances currently reads as follows:
 
"3.77      DEPARTMENT OF REVENUE.
(1)      Department of Revenue Established. There is hereby established a Department of Revenue for the City of Madison.
(2)      Composition of the Department. The Department of Revenue shall consist of the Office of the City Clerk, the Office of the Treasurer, and the Office of the Assessor.
(3)      Director of Revenue. Effective March 1, 1989, the position of Director of Revenue as it becomes vacant shall be filled according to Sec. 3.38(6)(f) of these ordinances. The incumbent of the position as of the above date may enter into an employment contract as described in such section at his or her option. (Am. by Ord. 9745, 3-30-89)
(4)      Duties of Director of Revenue.
(a)      The Director of Revenue shall supervise the Department of Revenue.
(b)      The Director of Revenue shall plan, develop, and recommend investment policies and practices to be observed by the City, under the direction of the Mayor, Board of Estimates, and the Common Council; shall perform external studies and other special assignments as may be required by the Mayor or Common Council; shall review conditions in the bond market, maintain relations with potential purchasers, solicit bids for bonds, promissory notes or other debt instruments, and preside at bid openings.
(c)      The Director of Revenue shall keep abreast of current economic, financial, and municipal finance trends and interpret such information and developments as a guide to current and long-range planning with respect to revenue activities; shall review and analyze the operations of other municipalities, as pertains to revenue objectives, and make appropriate applications or recommendations resulting therefrom; and shall see to it that the Assessor is thoroughly trained in the responsibilities of the Assessor's office and shall maintain adequate training programs for the development of Revenue Department employees."
