Note: The City of Madison has executed a three-party agreement with Wisconsin Department of Transportation and MSA Professional Services for design of the project, which has caused funds to be encumbered. The purpose of this agreement is to secure Federal and State funding for the project and to allow the City to pay those costs not covered by federal funding. All costs except for Sanitary Sewer, Water Main and Easements are eligible for 80% federal participation. However, federal funds under the Enhancement Program are capped at $720,000 for this project and are expected to cover approximately 50% of project costs.

Body
PREAMBLE
The City is proposing to construct a shared use path and underpass of East Johnson Street at the Yahara River, which will provide a safe crossing for bicycles and pedestrians. This project is a component of the Yahara River Parkway Master Plan, approved by the City in 1998. The project has been approved for federal funding covering 80% of the cost of design and construction, excluding sanitary sewer, water main and real estate, to a maximum cap of $720,000.00. The remaining costs will be funded by the City of Madison.
This resolution increases the authorization for the 2004 Capital Budget of Bikeways in the Engineering - Other Budget by $270,000. The funding for this increase came from remaining funds in High Crossing Boulevard (810078) $100,000 and Sidewalks (810068) $170,000.
A previous Resolution (No. 60041, ID 33083) was adopted January 7, 2003 authorizing an agreement with Wisconsin Department of Transportation for the design phase of this project. The current resolution authorizes a revised agreement which includes design as well as construction costs, and supersedes the previous agreement.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for the design and construction of the East Johnson Pedestrian Underpass at the Yahara River.
BE IT FURTHER RESOLVED, that the Comptroller be authorized to transfer available funds from High Crossing Boulevard (810078) in the amount of $100,000 and from Sidewalks (810068) in the amount of $170,000 to Bikeways (810375) to fund a portion of the cost of this project .
