Fiscal Note
Funding of $190,000 for the Façade Improvement Grant Program is authorized in the 2011 Adopted Operating Budget as part of the Capital Revolving Fund (p. 25). This Resolution awards grant totaling $10,000. Following approval of this Resolution, $158,825.00 of authorized funding will remain for future projects.

On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program. The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building. The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building. The Facade Improvement Grant Program Staff Team has reviewed the following Façade Improvement proposal and has determined that it meet the requirements of the Program. The Landmarks Commission has approved the Certificate of Appropriateness for the Project. The Urban Design Commission has reviewed the proposal and recommends design approval.
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant:
752 Gorham Street: The Livingston Inn
Grantee: Historic Leitch House, LLC
The residence was constructed in 1857, designated a City of Madison Landmark in 1972, and listed on the National Register in 1975. The property is located outside the Façade Improvement Grant program Target Area. The CDA, at its meeting of June 16, 2011, approved a waiver of the Program Target Area for the property located at 752 East Gorham Street. The property will be used as a Bed and Breakfast, and the front porch will be repaired and restored to its original appearance.
a. Remove existing damaged column, crown, fascia, soffit and trim work, floor boards as needed.
b. Remove and replace front beam and ceiling joists, damaged by the leak, as needed.
c. Replace entire front fascia and crown (custom milled to match existing), using western red cedar.
d. Remove and restore column, trim and soffit.
e. Paint all the repaired and replaced parts.
Total project cost is estimated at $16,000.00

BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
