Fiscal Note

The proposed resolution authorizes the non-competitive selection contract with Fortin Consulting for the salt certification program training and events. The cost of this $45,000 contract was not budgeted within the adopted 2018 Stormwater Utility contractual services budget, therefore this resolution amends the Stormwater Utility's 2018 operating budget to decrease the budgeted reserves generated by $45,000 and increase the contractual services appropriation by $45,000.  The Stormwater Utility is anticipated to generate $800,000 of reserves in 2018.

SUBSITUTE - Authorizing a non-competitive selection contract between Fortin Consulting, Inc. and the City of Madison, and amending the 2019 2018 Stormwater Utility Operating Budget to appropriate additional funds for salt certification training updates and trainings events.

 

Body

The proposed resolution approves a non-competitive contract with Fortin Consulting, Inc. to update the City of Madison Salt Certification Training and provide 4 trainings in 2018 and Continue Updating the trainings in 2019.  Funding is available for this contract.

 

Fortin Consulting developed the training that the City of Madison currently uses for the Salt Certification Training. There is a need to include Madison specific examples, application rates and environmental concerns to maximize the benefits of the Salt Certification Training. Using Fortin Consulting’s existing training material as a template will expedite the development of Madison focused training. Fortin Consulting has led trainings in the city of Madison for 10 years and has extensive knowledge of the winter maintenance challenges that need to be overcome to demonstratively reduce salt application in Madison.

 

No other firm has experience developing winter maintenance reduction plans or the working relationship with the stakeholders in Madison that are necessary in order for the training materials to be of maximum benefit.

 

WHEREAS, the City of Madison needs to update its training material to meet the needs of public and private winter maintenance professionals,

 

WHEREAS, City Engineering has committed to providing training to public and private winter maintenance professionals,

 

WHEREAS, at the time of creation and adoption of the 2018 Stormwater Utility Operating Budget, this expenditure was not anticipated and built into the budget. However, there are sufficient reserves generated in the budget to absorb this additional cost:

 

WHEREAS,  under MGO 4.26, a service contract for  more than $25,000 that was not competitively bid must meet one of the exceptions to competitive selection in MGO 4.26(4)(a) and be authorized by the Common Council; and

 

WHEREAS,   this contract meets the exception in section 4.26(4)(a)7. which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”;

 

NOW, THEREFORE BE IT RESOLVED, that the contract be awarded to Fortin Consulting, Inc. which is uniquely qualified to update the existing training materials.

 

BE IT FUTHER RESOLVED, that the 2018 Stromwater Utility Operation Budget is amended to appropriate $45,000 additional funds for salt certification training and updates to the training materials.

 

BE FINALLY RESOLVED, that the Mayor and City Clerk are authorized to execute the contract with Fortin Consulting, Inc.
