Authorizing the Mayor and City Clerk to enter into an amended purchase of service (Architect) agreement with Meyer Scherer & Rockcastle, Ltd. for $1,950,000 to provide professional architectural and engineering design services for the complete rehabilitation of the Madison Municipal Building (MMB).

Preamble
The parties, the City of Madison ("City") and Meyer Scherer & Rockcastle, Ltd. ("Architect" or "Contractor") entered into a contract for the purchase of professional architectural pre-design (programming and preliminary concept) services for the MMB and City-County Building (CCB) on July 15, 2014 (RES-14-00545); a contract amendment to study three design and cost scenarios at MMB on January 6, 2015 (RES-15-00027); a contract amendment to complete architectural and engineering services for expedited demolition of the MMB loading dock annex on June 16, 2015 (RES-15-00533); and a contract amendment to complete architectural and engineering design services for schematic design for the complete rehabilitation of MMB on June 16, 2015 (RES-15-00520). The contract amendment for this resolution is to proceed with - and complete - the design development, construction documentation, bidding, and construction administration process to pursue a full rehabilitation of the MMB. Through continued intensive design engagement with City staff, internal/external stakeholder groups, City leadership, and elected officials the intended outcome of design development will include a set of architectural and engineering documents, drawings, narratives, renderings, and construction estimates in sufficient detail to communicate a proposed design strategy in alignment with the authorized budget. Upon successful completion of the design development phase the architectural and engineering team will create construction and bidding documents, and construction administration services. The project MMB project is targeted LEED 2009/V3 Silver; and as a National Historic Landmark shall be reviewed by the Wisconsin State Historic Preservation Office.
NOW, THEREFORE BE IT RESOLVED that City staff and the consultant team are hereby authorized to proceed with the design development, construction document, bidding, and construction administration phases for a full rehabilitation of the MMB, and,
BE IT FURTHER RESOLVED that the Mayor and City Clerk are herby authorized to execute an amendment to the current contract between the City of Madison and Meyer Scherer & Rockcastle, Ltd., in a form to be approved by the City Attorney, to provide professional architectural and engineering design services for the extra work as described above.
