The $5,432 received from adult tennis league teams for play during 2007 will be used to increase the authorized expenditures in the 2008 Parks Division Capital Budget, Project #11, Parks Paving to be used for the repair and renovation of public tennis courts. This Capital Budget amendment has no impact on the tax levy or State Expenditure Restraint Program eligibility.

Preamble
The Parks Division currently maintains 88 tennis courts in its athletic facility inventory and allocates $35,000 annually in its capital budget for tennis court maintenance and repair. In 2006, the cost to resurface one court was $3,500. Costs for materials and labor have increased in 2007 and 2008, but the budget allocation for tennis court repair remains at $35,000. It is anticipated that costs for materials and labor will continue to increase annually. All of the tennis courts slated for repair are in desperate need of repair and will not get completed due to insufficient funds.
Industry standards recommend court resurfacing within a 5-7 year time frame, a standard that is not being met given current funding levels. The Parks Division's larger reservable tennis complexes are used more heavily, resulting in the need for a more frequent schedule of renovation. The use of all tennis courts continues to rise with the increase of summer youth outreach programs and instruction.
The adult organized tennis leagues that schedule and pay for exclusive tennis court access for its league play have agreed to pay a separate capital improvement fee in addition to its scheduling fee. The adult organized tennis league community understands that this capital improvement contribution will be used to supplement the Parks Division's normal tennis court repair and renovation program;
NOW, THEREFORE, BE IT RESOLVED that the Common Council authorizes the annual acceptance of a donation from the organized adult tennis league teams to be used to supplement the Parks Division's tennis court repair and renovation program.
BE IT FURTHER RESOLVED that the 2008 Parks Division Capital Budget Project #11 entitled Park Paving be amended to increase the authorized expenditures for tennis court repair by $5,432, funded by a contribution from the adult tennis league teams related to 2007 league play.
BE IT FURTHER RESOLVED that the Parks Division will confer with the adult league teams that contribute to this fund regarding future planned repair and renovation of the tennis court facilities.
