Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on Blair Street near and at the intersection with Williamson and John Nolen Drive.

PREAMBLE
During routine maintenance City Engineering discovered a sanitary sewer failure at the intersection of Blair, Williamson and John Nolen Drive. At this location an 8" cast iron sanitary main has partially collapsed. This main serves the area south of the Railroad tracks east of Blair along Williamson and West of Blount Street.
Portions of the construction of this project cannot take place during the normal working hours of 7:00 AM to 7:00 PM because of the high traffic volume on the roadway. Night work will be required to avoid traffic backups and excessive disruption to normal travel patterns.
The proposed activities that will occur during the hours of 7:00 PM to 7:00 AM are general construction operations including removing and installing sewer main, sawing asphalt/concrete; removing pavement, base course and earth; placing fill, base course and asphalt; installing concrete barriers, performing traffic lane switches, driving of steel sheeting for earth retention shall be limited to ending at 10:00 pm
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution.
NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on Blair Street near and at the intersection with Williamson and John Nolen Drive are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and
BE IT FURTHER RESOLVED, that the construction activities outside of the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution, and
BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on December 31, 2012.
