Fiscal Note
The proposed resolution approves the allocation of up to $2,080,000 of City funds authorized in the 2026 Adopted Operating Budget for funding Crisis Intervention and Prevention programs in 2026. The resolution allocates available funds among 24 community-based nonprofit agencies, supporting 32 programs chosen through a Request for Proposals (RFP) process undertaken by the Community Development Division.
Title
Approving the allocation of up to $2,080,000 to support community-based social service organizations that provide Crisis Intervention and Prevention (CIP) services and programming, as recommended by the Community Development Division, through a competitive RFP process; and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated programs and services beginning January 1, 2026.
Body
WHEREAS, the City of Madison Community Development Division (CDD) released its first
Crisis Intervention and Prevention (CIP) Services RFP in 2021, funding a broad range of crisis
response, stabilization, and prevention services to support residents throughout the city; and
WHEREAS, under the 2021 RFP, the CIP service area was structured into three program types-Crisis Intervention Support Services, Recovery and Stabilization Services, Prevention Services and Activities; and
WHEREAS, over the course of the 2022-2025 funding cycle, CDD gathered input through
community engagement, outcome tracking, and coordination through the cohort of funded
CIP agencies to assess program impacts and identify potential areas for improvement; and
WHEREAS, input from funded agencies, community stakeholders, and other partners
prompted several adjustments designed to better align the next CIP funding process with
current needs, reduce duplication of services, and promote holistic and equitable service
delivery; and
WHEREAS, in response to this feedback, CDD updated the 2025 CIP RFP by streamlining and consolidating the previous three priority areas into two - Crisis Intervention Support Services and Prevention Services and Activities - with the latter encompassing programs formerly described as Recovery and Stabilization Services; and
WHEREAS, the updated framework also removed “case management” as a defined program type to elevate the role of non-credentialed staff with lived experience, expanded the use of targeted outreach and workshop-based supports in response to emerging community needs, and placed greater emphasis on skill-building, civic engagement, and related strategies that promote long-term family and community stability; and
WHEREAS, Dane County Human Services continues to expand and support a Youth Restorative Justice System that diverts youth from formal citations and court involvement, and to prevent duplication of services and ensure City resources are focused where most needed, the City’s support for youth restorative justice programs will shift toward community-based conflict resolution, de-escalation, non-violent communication, and other interventions that strengthen community connection, trust, and neighborhood stabilization; and
WHEREAS, on August 8, 2025, the Common Council approved modest changes in the CIP Program area and authorized the CDD to release an RFP to solicit proposals and develop funding allocations for consideration by the Council (RES-25-00426; Legistar File #89042); and
WHEREAS, CDD then released a Request for Proposals (RFP), Crisis Intervention and Prevention Services, with an application due date of September 22, 2025, and received proposals from 32 organizations requesting, in aggregate, more than $4.5 million in City
support; and,
WHEREAS, CDD staff reviewed those proposals and, with input from an advisory team comprised of community partners, formulated recommendations regarding the allocation of available funds based on their alignment with the standards laid out in the Crisis Intervention and Prevention RFP document (see accompanying summary).
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the recommended allocation of up to $2,080,000 of funding for crisis intervention and prevention programming to the identified agencies, for the specified uses and in the specified amounts; and,
BE IT FURTHER RESOLVED, that, the Council authorizes the Mayor and City Clerk, on behalf of the City, to enter into contracts, to take effect on January 1, 2026, with the specified agencies and in the specified amounts, to accomplish the purposes set forth in this resolution.
