Approving plans and specifications and authorizing the Mayor and City Clerk to enter into agreements with the Wisconsin Department of Transportation for the construction of East Washington Avenue Segment Two (Thornton Ave to Second Street).

PREAMBLE
The City of Madison and the Wisconsin Department of Transportation have prepared the plans for the reconstruction of East Washington Avenue Segment Two. The reconstruction of East Washington Avenue Segment Two includes reconstructing East Washington Avenue from Thornton Avenue to Third Street, reconstructing First Street from Winnebago Street to East Johnson Street, replacing the East Washington Avenue Bridge over the Yahara River with bike/pedestrian paths under, and constructing bike/pedestrian paths along the Yahara River from the RR crossing north of East Washington Avenue to East Main Street.
The project also includes replacement of the sanitary sewer, storm sewer and water main. Decorative street lighting, landscaping and colored cross walks are included in the project. Bike lanes will be provided on East Washington Avenue and First Street.
The Yahara River Bridge will have quotations from George Washington and possibly other prominent individuals and the selection of those quotes will be approved separately.
The project will be funded with State and Federal Funds and those funds will cover a significant portion of the cost of reconstruction. The State of Wisconsin Department of Transportation will bid and oversee the reconstruction project.
The City of Madison will furnish and install various traffic signal and lighting materials under an agreement with the WDOT. The agreement requires that the City indemnify WDOT. City APM 1-1 requires Common Council approval whenever the City indemnifies another party and the funding by WDOT for these installations carries low risk and benefits the general public.
NOW THEREFORE BE IT RESOLVED, that the plans and specifications for East Washington Avenue Segment Two are hereby approved, and
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into an agreement with the Wisconsin Department of Transportation (WDOT) for the construction of East Washington Avenue Segment Two, and
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract for construction by City forces with WDOT for supplying and installing various traffic signal and lighting materials and that the Common Council approves indemnification of WDOT under this contract, and
BE IT FURTHER RESOLVED, that this approval does not include the approval of the quotations on the Yahara River Bridge.
