The proposed resolution authorizes the Mayor and City Clerk to amend Contract 8431 with Stantec Consulting Services to increase the scope of the Dunn’s Marsh Watershed study to include the adjacent bike path. The cost of this contract is shared between the City of Madison, Dane County, and the City of Fitchburg, as authorized under RES-19-00285. The resolution would increase the City of Madison’s share of the cost by $20,000. Funding is available in the 2020 Adopted Operating Budget for Stormwater Consulting Services.

Authorizing the Mayor and City Clerk to execute Amendment No. 2 to the existing Purchase of Services contract between the City of Madison and Stantec Consulting Services, Inc. for engineering services for the Dunn’s Marsh Watershed Study. (10th and 20th AD)
Body
The City of Madison Engineering Division is currently conducting watershed and flood studies for the west and near west sides as a result of extreme rain events over the past several years. The City has previously entered into an agreement with Stantec Consulting Services, Inc. for engineering services (RES-19-00520) and the first Amendment to that agreement (RES-19-00767) to conduct the Dunn’s Marsh Watershed Study. City Engineering is requesting additional engineering services for this watershed and recommends that they be undertaken by Stantec Consulting Services, Inc. for the Dunn’s Marsh Watershed Study as defined below:
WHEREAS, the Common Council has authorized funding for continued watershed study efforts as part of the adopted 2020 Stormwater Utility Operating Budget; and
WHEREAS, the Common Council has approved RES-19-00285 which authorizes the City of Madison to contribute $20,000.00 toward a joint watershed study, with Dane County and the City of Fitchburg for the area draining to the intersection of the Capital City State Trail, the Badger State Trail land the Cannonball bike trail; and
WHEREAS, at Stantec Consulting Services is completing the Dunn’s Marsh Watershed study and the watershed draining to the intersection of the bike paths is immediately adjacent to the Dunn’s Marsh watershed; and
WHEREAS, the partners involved in the bike trail study agreed that the most efficient way to proceed was to ask Stantec Consulting to provide a price to expand the existing conditions watershed model to include the bike path watershed; and
WHEREAS, Stantec Consulting has provided a price to complete that work this is acceptable to all parties; and
WHEREAS, the price provided for this work by Stantec Consulting of $19,210.00 is slightly below the expected cost of participation for the City of Madison in the bike path watershed study; and
WHEREAS, the parties involved in the bike path watershed study have agreed to proceed with Stantec Consulting’s proposal;
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute and Amendment 2 to the contract between the City of Madison and Stantec Consulting Services, Inc. for additional design services associated with the Dunn’s Marsh Watershed Study to expand the study area to include the bike path watershed existing conditions model.
