I hereby submit, for your consideration and approval, the following citizen committee appointments. "Statement of Interests" forms are on file for those appointees required to file.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "
provisions of this section shall not necessarily apply with reference to membership on special study committees where in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of certain nonresident members who are particularly well qualified by reasons of education, background, and experience

Mr. McDowell is retired from the Milwaukee County Department of Human Resources as Director of Human Resources. Previously he served in several other State of Wisconsin administrative positions. He succeeds Michael Howe.

RACHEL E. KRINSKY, 128 E. Olin Ave. #202 (14th A.D.) - Ms. Krinsky is executive director for The Road Home Dane County. She has eight years experience as director of this agency that serves homeless families with children.
HARRY M. MILES, 123 W. Washington Ave. #205, 53703-2785 (4th A.D.) - Mr. Miles is retired. He currently serves as the President of the board of the Loraine Condo Association.
JUDITH M. WILCOX, 620 E. Dayton St., 53703 (2nd A.D.) - Ms. Wilcox is section chief for special needs housing for the State of Wisconsin. She has many years of experience in affordable housing. She will serve as co-chair.

HOWARD MANDEVILLE, 2708 Regent St., 53705 (5th A.D.) - Mr. Mandeville is executive director of Movin' Out, Inc. The organization provides affordable home ownership and rental housing to very low income people with disabilities in Madison, Dane County and statewide.
*JOE CHASE, 300 E. Main St., Sun Prairie - Mr. Chase is the current mayor of the city of Sun Prairie. He is chair of the Sun Prairie Plan Commission and CDA. He is a former Code Enforcement Inspection for the City of Sun Prairie.
Rationale: This is a city-county initiative to develop regulations and housing strategies throughout the county; therefore, representation from both the city and county is desireable.
CITY RECOMMENDATIONS (7 names):
*PERRY L. ECTON, 2656 Targhee St., Fitchburg - Mr. Ecton is CEO for Dane County's Habitat for Humanity. He has 30 years experience in affordable housing and 11 years experience in non-profit, public housing activities.
Rationale: This is a city-county initiative to develop regulations and housing strategies throughout the county; therefore, representation from both the city and county is desireable.
DENISE G. MATYKA, 454 Sidney St., 53703 (2nd A.D.) - Ms. Matyka is executive director of Project Home, a nonprofit organization dedicated to improving the quality of affordable housing in Dane and Green Counties.

MARIANNE S. MORTON, 610 SCHILLER Ct., 53704 (6th A.D.) - Ms. Morton is employed by Common Wealth Development Inc., an organization that works to build strong neighborhoods.

NAN S. CNARE, 4913 Twin Oaks Dr., 53714-3316 (3rd A.D.) - Ms. Cnare is employed by United Way of Dane County as vice president of community building. She has served on several city committees, the Dane County Housing Trust Fund Committee and the Dane County Homeless Consortium and Continuum of Care. She was also employed by Dane County Human Services for many years.

BRUCE MAYER, 1115 Drake St., 53715-1627 (13th A.D.) - appoint to the remainder of a five-year term to the position of Member. Mr. Mayer is employed by Wegner LLP as a CPA. He has 20 years public accounting experience, primarily with non-profit agencies. He has an interest in water quality and environmental issues. He succeeds Warren Onken who resigned.

LISA M. MACKINNON, 2626 Stevens St., 53705 (5th A.D.) - appoint to the position of Neighborhood Association Representative. Ms. MacKinnon is self employed in sustainable community development, education and technical assistance. She has been active in several organizations and on several committees. She succeeds Gary Poulson who resigned.
CRAIG P. STANLEY, 2309 Hollister Ave, 53726 (10th A.D.) - appoint to the position of Representative - Builder/Planner 3rd Alternate. Mr. Stanley is in commercial real estate with Siegel-Gallagher ONCOR International. He succeeds Scott Vaughn who resigned.
